- PLEASE REFER TO ATTACHED DOCUMENT FOR ALL ADDITIONAL INFORMATION REGARDING THIS SOLICITATION. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at https://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-11-Q-2571. NUWC Division Newport intends to purchase the items in the attached document of sole make and model, no substitutions allowed. This procurement is being advertised on a 100% small business set aside basis. NAICS is 334111 Size standard is 1000 employees. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-27. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: PLEASE REFER TO ATTACHED DOCUMENT. Offers should include price and delivery terms and the following additional information: (i) The offer must complete the Government ™s requirements matrix and describe in sufficient detail the offeror's ability to meet the Government ™s specific hardware component, assembly, packaging, and schedule requirements. (ii) The offeror must describe in sufficient detail the testing and quality control methods that will be employed for integrated operability to ensure that high quality application processors are delivered to the Government. (2) Past Performance (see FAR 15.304): Offeror shall provide a list of all (maximum of 5) contracts and subcontracts with a value exceeding $25,000 that are currently in process or have been completed during the past five years for any effort identical or similar in complexity to those described in this solicitation. If the maximum is exceeded, list the 5 most current actions. Contracts listed shall include those entered into with Federal, state or local governments as well as commercial customers. Include the following information for each contract and subcontract: Contract Title and/or number, Date of Performance, Name of contracting activity or commercial firm, Contract type, Total contract value, Brief narrative (less than 20 lines) describing your involvement in the effort, complexity, objectives achieved, and types of personnel who performed under the contract. List ships or military systems involved, if any. List major subcontractors. List the Procuring Contracting Officer or Point of Contact and telephone number. Past performance will be evaluated as an indicator of the offeror ™s expected future performance. The contracting officer will consider all available information concerning the offeror's past performance whether contained in the offer or not. This may include information furnished by points of contact not named in the proposal or information from other sources such as commercial rating services. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance.
