- Invitation For Bids documents for the Renovate Science Laboratories - Phase II (RSL-II), Buildings 510 & 555. (180576-IFB) Renovate Science Labs - Phase II (RSL-II) Project Description & Goals: Brookhaven Science Associates, LLC (BSA) is seeking bids from General Contractors for the construction of the Renovate Science Laboratories-Phase II (RSL-II) project at Brookhaven National Laboratory (BNL) located in Upton, NY. All bid documents are attached to this posting except for Specifications and Drawings, which can be downloaded from http://www.bnl.gov/pe/projects/. RSL-II project will renovate approximately 89,000 gross square feet of laboratory, office, and support space located within Building 510 and Building 555. These spaces are approximately 45 years old and must be upgraded to current standards to meet Brookhaven Science Associates (BSA) missions in Basic Energy Science and Nuclear and High Energy Physics for Brookhaven National Laboratory (BNL). The work area at Building 510 shall be the 3-story laboratory and office wing. The scope includes the renovation of the first and second floors including the installation of new life safety systems. The third floor shall receive above ceiling renovations only (life safety systems, ceilings, and lighting). The seminar room shall be re-furbished and new clean room facilities shall be constructed. The total work area is approximately 63,000 gross square feet. Demolition shall include the removal of existing ceilings, fixtures, HVAC systems, laboratory exhaust systems, plumbing, and select laboratory support systems. The work area at Building 555 shall be the second and third floors of the west wing. The scope of work includes renovations throughout the two floors. Restrooms shall be upgraded to comply with current ADA standards. The total work area is approximately 26,000 gross square feet. The work includes HVAC alterations, ceilings, lighting, lab services, lab exhaust systems, and life safety systems. Demolition shall include the removal of existing ceilings, fixtures, HVAC systems, laboratory exhaust systems, plumbing, and select laboratory support systems. The contract will require general conditions for oversight and coordination of all construction performed under the contract. This includes maintaining a safe and orderly job site, complying with 10 CFR 851, providing bonds and insurance, and managing the work activity to meet all contractual requirements. Construction is expected to commence one month after contract award, in the summer of 2011. The period of performance is ninety-two (92) weeks after contract award. BSA intends to award one (1) fixed-price contract for a General Contractor to perform this work. The estimated value of construction ranges between $28,000,000 and $33,000,000. Award will be made to the firm whose bid is lowest and who meets all of the qualification criteria. Qualification criteria will encompass the following information: 1. Contractor has completed one or more projects, of similar scope, size and complexity as the RSL-II project in the last ten years. Projects should be at least $20M and involve similar construction renovation to laboratory, research, industrial, or office buildings. 2. Proposed Project Supervisor has supervised one or more projects of similar scope, size and complexity as the RSL-II project in the last ten years. Projects should be at least $20M and involve similar construction renovation to laboratory, research, industrial or office buildings. 3. Contractor's average of 2008, 2009, and 2010 OSHA rates are less than the following: Lost time frequency (DART) rate < 2.8; Recordable incident rate < 5.4 4. Contractor's 2008, 2009, and 2010 insurance Experience Modification Ratings are equal to or less than 1.0 for each year. 5. Contractor has a comprehensive written Corporate Construction Safety and Training program. Interested contractors are encouraged to register with the FedBizOpps.gov "Watch List" to receive automatic notification of any Amendments to this solicitation that are posted. If a large business is awarded this contract, it must comply with FAR 52.219-9, Small Business Subcontracting Plan, regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract.
