- Justification and Approval The Defense Information Systems Agency (DISA) intends to award a sole source contract to Mark Logic, Inc., 999 Skyway Road, STE 200, San Carlos CA 940706068. DISA has a requirement for Mark Logic Servers, Enterprise Edition, Non-Production (Development) license (2 Processor Server), including the Geo-Spatial, Alerting and Conversion features, one year annual maintenance and support and professional services support to develop a Proof of Concept (POC) / pilot. This synopsis is a notice of intent to issue an award under other than full and open competition and should not be considered a request for competitive proposals. The determination of the Government not to open subject requirement to full and open competition was made IAW 10 U.S.C. 2304(c)(1): the property or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. Demonstration of Contractor's Unique Qualifications: Mark Logic Corporation is the only contractor capable of providing services of a comparable nature to those required under the unique circumstances of this contract action. The unique nature of a schema-less repository does not currently exist on the Global Information Grid. Mark Logic technical engineering support will provide the expertise necessary to complete the development and integration required for the operational utility assessment scheduled for June. A change to the technical engineering would adversely affect this milestone and negatively ripple to other enterprise services. This ripple would subsequently cost the government additional dollars to complete this task. The existing contract HC1047-09-P-4076 will expire on 29 March 2011. The Mark Logic Server is already installed at the set demonstration site. Award to sources other than Mark Logic Corporation will require additional time to obtain the necessary specialized training, or certifications, and familiarity with Mark Logic Service software/ systems and product support, and will result in unacceptable delay in fulfilling the VCJCS's requirements. Interested parties may identify their interest and capability to respond to the requirement by providing detailed information of their capabilities and certifications to clearly meet the requirements stated above. The period of performance is 29 March 2011 through 15 May 2011.
