- The U.S. Army, Army Contracting Command, Picatinny Arsenal, New Jersey 07806- 5000 in support of the Project Manager, Soldier Weapons, is conducting a market survey to identify potential sources for U.S. fabrication and delivery of Short Barrels (Technical Data Package (TDP) Part Number 12556953) for the M249 Lightweight Machine Gun. The M249 Short Barrel is to be manufactured, inspected, packaged and shipped in accordance with the TDP. The M249 Short Barrel assembly consists of the following major parts: - tube -gas housing -barrel locking bushing -barrel extension -carrying handle assembly -flash hider -iron sight -special packaging Manufacture of M249 Short Barrels generally will require the following capabilities, materials and facilities: -specialty steel bar stock requiring substantial lead time) for the barrel tube -rifling by rotary swaging or rotary forging to a tolerance of +/-0.02mm -chrome plating of interior surfaces -gas housing made from specialty steel by either forging or investment casting -heat treating of steel parts, after machining, to specified hardness -investment casting of common steel -forming of commercial bar stock -threading of steel parts with RH and LH, English and Metric threads -off the shelf steel fasteners (roll pins, washers, nuts) -heavy phosphate coating of several parts -magnetic particle testing of each barrel after firing a high pressure test round -metric dimensioned drawings with stringent tolerance requirements -performance testing of completed barrel assemblies on USG supplied M249 machine guns at a 50m test firing range at the contractors facility -approved and secure storage area for M249 weapons and 5.56mm ammunition This notice is to determine if there are sources manufacturing within the US capable of producing the M249 Short Barrel for a potential five (5) year IDIQ (Indefinite Delivery Indefinite Quantity) contract with a minimum quantity of 3,000 each with a potential maximum total of 74,300 each. If multiple contracts are awarded, the minimum quantity per contract is 1,500 each with a maximum combined total quantity of 74,300. A possible future contract shall require the successful completion of a First Article sample test, and ongoing lot acceptance tests. The First Article sample shall be required to be submitted to the Government within 180 days after contract award. Monthly production deliveries would be required to begin within 45 days after USG approval of the First Article at an initial production delivery rate of 1,000 and ramping to approximately 1,700 barrels per month. Vendor Questionnaire: The purpose of this questionnaire is to obtain information from industry to assist in the market research. Firms/companies are invited to indicate their interest and capability to satisfy the above requirements by identifying the following items: 1.Company Name 2.Company Address / Country Represented / Website 3.Company point of contact and phone number 4.Business Size (Small/Large & Number of Employees) CAGE Code / DUNS Number 5.The North American Industry Classification System (NAICS) code for this effort is 332994. 6.Commerciality: a.( ) Our product as described above, has been sold, leased or licensed to the general pubic b.( ) Our product as described above, has been sold in substantial quantities, on a competitive basis, to multiple state and local government. The development of the product was done exclusively at private expense c.( ) None of the above applies. This is a Sources Sought notice only and should not be construed as a Request for Proposal or any form of commitment by the U.S. Government. The U.S. Government will not award a contract on the basis of this market survey. All information is to be submitted at no cost or obligation to the U.S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published and more detailed technical requirements will be provided. NOTE: Should a formal solicitation be issued in the future, the following requirements will be in effect in order to obtain a copy of the TDP: 1: The TDP for the M249 Spare Barrel is restricted with Limited Distribution and authorized release to U.S. Department of Defense contractors only. Only contractors who have been certified by the U.S/Canada Joint Certification Office under DD Form 2345, Military Critical Technical Data Agreement process are eligible to receive TDPs with restrictive statement codes. In addition, a copy of the companys State/Provincial Business License, Incorporation Certificate, Sales Tax Identification Form or other documentation which verifies the legitimacy of the company must accompany all DD Forms 2345. The DD Form 2345 can be obtained at: www.dlis.dla.mil/jcp. At the top of the website page, open library on the blue bar. Scroll down to the Other Forms section on the page and double click on DD 2345. The above referenced TDP will not be released until a signed and approved DD Form 2345 is received along with the Non-Disclosure Form. 2. To facilitate validation of the contractor certification, AMSTA-AR Form 1350 will be included in solicitations for contractors to complete and return to the contracting officer for processing prior to release of any restricted TDPs. The form becomes part of the permanent file documentation. 3: DD Form 1350: Question 5 - obtaining an ITAR number from the United States Department of State. This is ONLY necessary for any company that will be manufacturing Department of Defense articles listed on the United States Munitions List, and is not a requisite for this procurement.
