Description
The Naval Air Systems Command intends to issue a Firm-Fixed Price Contract to General Electric Aircraft (GEA) on a Sole Source basis per FAR 6.302-1, in order to provide production of an obsolescence replacement AV-8B Harrier Radar Display Computer (RDC). The AV-8B cannot fly without a display computer, which is also the back-up mission computer. Both the existing AV-8B RDC and Night Attack Display Computer (NADC) were identified obsolete in 2007, and are no longer supportable. No suitable substitutes exist for either computer. NADC obsolescence mitigation relies upon timely availability of cannibalized RDC retrograde assets, as old RDCs are replaced by newly designed RDCs. Remaining ready for issue (RFI) RDC spares are projected to last through FY14 but are already deficient for Fleet deployment pack-up requirements. GEA, which acquired Smiths Aerospace, the Original Equipment Manufacturer (OEM), is currently developing a new design obsolescence replacement for the RDC, including 12 engineering development units. Sole source award of the development contract to GEA was authorized by J&A Number 08-25 in April, 2008, on the basis of insufficient technical data and rights (including software), technical and absence of market response. Development testing of the newly designed RDC completes in early FY-12. To minimize expected AOG accumulations in FY-15 (up to 4 per quarter), the form/fit/function replacement RDC production must be executed in FY-12, providing fully qualified RDC initial deliveries in FY-14. Competitive sourcing to a new manufacturer is high risk due to technical data/rights deficiencies, requirements for design productionization, and qualification testing for second source production certification which will unacceptably delay initial RDC deliveries, aggravating Primary Aircraft Authorized/Ready Basic Aircraft shortfalls due to increasing AOG.
