Description
The U. S. Army Contracting Command-Picatinny(ACC-PICA), Picatinny Arsenal, NJ, in support of the Project Manager Combat Ammunition Systems (PM-CAS) Picatinny Arsenal NJ, is currently seeking qualified sources to determine the qualifications of private industry to Load, Assemble, and Pack (LAP) the 155MM M231 and M232A1 Modular Artillery Charge System (MACS) propelling charges. The planned procurement is to award multiple five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contracts with 5 ordering periods, and shall include a combined minimum of 200K up to a maximum of 800K propelling charges per ordering period, at a rate of 30K 150K per month. This market survey applies to items that are currently restricted to the U.S. and/or Canadian sources. The M231 and M232A1 MACS propelling (prop) charge LAP includes the loading and assembling of each increment, final pack-out (packing the prop charges in metal cans) for shipment, and then subsequently shipping to the required destinations. These operations involve the handling of energetic materials, i.e. Class 1.1 and 4.1C flammable solids. GFM items for this contract are the Combustible Cartridge Cases (CCC), Metal Ammunition Containers, Main Charge Propellant, Ball Powder, and Black Powder.The main energetic components, which comprise each prop charge, include the following: CCC Set: body, cap, and center core tubeMain charge propellant: Low Zone and High ZoneEnd igniter: End Igniter bags containing Black Powder propellantCore igniter: Core Igniter bag containing Ball Powder propellant The LAP operations are to include the following skills and processes:Energetic Material Handling: required to facilitate the transfer of Energetic materials from their shipping configurations (boxes, drums, etc.).Sewing Operations: required to close the core and end igniter bagsWeighing Operations: required to load the proper amount of igniter assembly propellants and main charge propellants Vibration Operations: required to accurately load the igniter propellants and main charge propellantsScreening Operations: required to eliminate contaminants (metal, foreign material, etc.)Solvent Bonding Operations: required to bond the combustible case cap to the loaded body Labeling Operations: required to apply the proper identification for the loaded prop charges, the metal shipping cans and shipping pallets Inspection Operations: required to accept the product throughout the process and as final productIn addition, the contractor shall be required to purchase or manufacture all of the required materials to support MACS LAP operations such as, packaging (excluding metal cans), end seals, and end / core igniter bags. The contractor shall provide the end igniters and core igniters necessary to LAP the propelling charge increments. The contractor shall have the following capabilities / skills: Experience in efforts of similar complexity, such as the LAP of other munitions for applications 120MM and larger, which incorporate rigid combustible cases, propellants and igniters.Experience with respect to propellant handling/storage and other hazardous handling/storage. Available on-site or near-site storage capacity to handle/store at least 1,000,000 pounds of energetic materials at one time. This Market Survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U. S. Government. The Government does not imply an intention or opportunity to acquire funding to support current or future development efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this Market Survey. All information is to be submitted at no cost or obligation to the Government; information provided will not be returned. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey.
