Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage serve as alternative if the FBO website is unavailable. Naval Sea Systems Command (NAVSEA) intends to award a contract on a sole source basis to L-3 Chesapeake Sciences Corporation, 1127B Benfield Boulevard, Millersville, MD 21108 that includes both fixed price and cost reimbursement type line items. The Firm-Fixed-Price (FFP) portion of the contract will be for the manufacture, assembly, test, and delivery of the TB-34 TAA production units. Engineering and Technical Services will be procured on a Cost-Plus-Fixed Fee (CPFF) basis with Other Direct Cost (ODC) support on a cost-only basis. A FFP Provisioning Item Order (PIO) will be included to procure spares and repair parts. This contract will cover a five (5) year period for the production of TB-34 Towed Array Assemblies (TAAs) at the baseline configuration for a total of 66 TB-34 TAA production units or eight (8) units the first year, 7 units the second year and 17 units each for years three (3) through five (5). The Engineering and Technical Services will be in the amount of 3,380 hours per year. To support production requirements, the Navy will require a 12-month or less lead time for TB-34 TAA production units. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii). As the Government intends to award subject contract on a sole source basis, a solicitation will not be posted to the internet.
