Description
The Agency for Healthcare Research and Quality anticipates posting a solicitation to establish a mechanism to support the development and technical assistance of evidence-based measures and accompanying tools for use by all stakeholders in quality improvement, public reporting and value-based purchasing initiatives. To achieve this, AHRQ will establish a set of contracts awarded to organizations with combined expertise in healthcare quality and performance measurement within areas of quality, efficiency and patient safety. Request for task orders will be issued under the IDIQ mechanism that covers a wide range of measurement activities including but not limited to generation of evidence, establishing criteria and standards for measures and data formats, supporting measure specification and tool implementation, validating and testing measure tools as well as other activities. The procurement will be open to all offerors and will establish a set of IDIQ contracts. For this procurement, AHRQ anticipates making awards to multiple Contractors which are expected to have a broad set of analytic and content specific capacities. Successful offerors may be singular or include multiple subcontracting organizations working together to meet the varying needs of each task order. To achieve the goals and objectives of future Task Orders under this IDIQ contract, Contractors must include the following 4 core competencies: analytic data capacity, measurement expertise, content expertise by disciplinary area and tool development capacity. The government anticipates the need for all of the capacities in this initiative; therefore multiple contracts under this IDIQ will be awarded to cover/ensure adequate access to all capacities. Capacity in each of the 4 core competencies will be a scoring criterion, but individual organizations can specialize within each competency. AHRQ intends to establish sufficient IDIQ contracts to provide AHRQ a high level of technical and methodological capacity to develop a broad array of measures (i.e., used for multiple purposes, covering diverse populations, at various geographic levels, that span various clinical domains, various settings of care and various performance dimensions). Qualified Contractors must provide evidence of knowledge, understanding and expertise in the use of and need for healthcare quality measures and demonstrate substantial experience in developing, implementing and supporting an evidence-based measure development cycle and/or a systematic, evidence-based tool development cycle. In addition, Contractors must meet the following requirements including but not limited to: 1. Understand and conform to the requirements of the Task Order Contract Mechanism; 2. Perform high quality, evidence-based measure development; 3. Enlist the committed, continuing participation of organizations whose missions and capacities will enable them to successfully complete task orders serving one or more of the four objectives; 4. Enlist the participation of methodological, statistical and clinical experts to enable the successful completion of measure development tasks; 5. Understand and meet the needs of AHRQ target audiences (including clinical, health care provider, purchaser/business, policy, and consumer/patient decision-makers); 6. Manage large, complex research projects and coordinate widely varying activities across multiple diverse sites and disciplines; 7. Collaborate with a large number and variety of research, quality improvement and healthcare delivery organizations; 8. Comply with AHRQ reporting responsibilities; 9. Engage in knowledge sharing activities. AHRQ encourages submission of proposals from organizations that develop and use evidence-based measures for quality improvement, public reporting and in value-based purchasing initiatives at the local, state and national levels. It is desired that these organizations will also represent, in total, expertise that spans a broad array of organizations involved in health care delivery. These include, but are not limited to health services research organizations; health care delivery systems and organizations (inpatient, ambulatory and long-term care); health plans; academic health centers, research consulting firms; QIOs; VA sites and other governmental organizations; employers or employer coalitions; community-based collaboratives to improve health care, and other organizations that work at the national, state or regional level which develop and/or use evidence-based measures to facilitate improvements in the organization and delivery of health care services. The Agency for Healthcare Research and Quality anticipates holding a Pre-Proposal Conference with the time and date to be determined, and addressed in the solicitation. It is anticipated that the solicitation will be posted on or about 15 days after the publication of this synopsis.
