- CDL Specification Support Questions & Answers. This document will be updated as additional questions are received. COMMON DATA LINK (CDL) WAVEFORM PERFORMANCE SPECIFICATION ENGINEERING SUPPORT SERVICES. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This notice is for informational and planning purposes only, and is a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and possible issuance of a Request for Proposal including the use of any non-profit organization or small business programs. Please refer to the attached Sources Sought document for specific objectives and necessary information. The Government desires Industry input on how best to advance the provided objectives, whether through an individual vendor, a consortium-like teaming arrangement with and/or without CDL hardware vendors, etc. If any consortium-like teaming approach is recommended, it shall be led by an independent, non-CDL hardware vendor who would be responsible for managing and reporting on the Government issued tasks. Any information submitted is strictly voluntary. The Government will not pay for any information submitted in response to this request. The anticipated award date is TBD. The Government requests that interested offerors submit an electronic response of not more than ten (10) one-sided pages, 8.5' x 11' paper, 12 pitch, Times New Roman font, with a minimum of one (1) inch margins all around. Any charts and/or brochures will be included as part of the ten (10) pages. Responsible sources having relevant experience may submit their statement of interest and capabilities, including business size classification, via e-mail to alison.lauer@hanscom.af.mil not later than 4:00 PM (Eastern Time), 15 April 2011. Responses received after this date and time may not be reviewed.
