- 1. Introduction/Statement of IntentFAA intends to award a single source contract to a Bellamy Management services (BMS). Provide the BMS is located of Washington D.C. and is a SDVOSB contractor. 2. Description of Supplies/ServicesThis statement of work sets forth requirements for support of the Air Traffic Control Facilities Directorate (ATCF) and included offices in the Air Traffic Organization Technical Operations service unit (ATO-W). This support shall consist of administrative and technical support. Specific work under this contract will be ordered via task orders issued by the office requiring the support. 3. Total Estimated Value and Period of Performance The IGCE on this requirement is $5,025,535.05 and covers a period of five years from 1 May 2011 until 30 April 2016. This period of performance is inclusive of all options. 4. Authority FAA Acquisition Management System authority because Bellamy is a SDVOSB contractor and this procurement is in accordance with AMS 3.6.authority. 5. Reasons for Single Source Bellamy Management Services (BMS) is a Service Disabled Veteran/Minority Owned small business (SDVOB/MOB). They are currently providing administrative support services to other FAA organization that are substantially similar to the administrative support being requested in the scope of this effort. These organizations include:Chief Operating Officer (AJO)Assistant Administrator For Restions and Center Operations (ARC)Four ATO Offices of Senior Vice President(AFG, AJG, AJN and AJP)BMS is also a pre-qualified vendor for administrative support services under eFAST which further demonstrates their capability to meet the administrative requirements of this requirement. Furthermore, BMS is currently supporting the other requirements of seismic and accessibility consulting requested within the scope of this contract under separate contracts that set to expire. It is in the best interests of ATC Facilities and the government to continue its successful relationship with BMS and to expand that effort whenever possible to meet small business goals as set forth in public law and AMS policy. ATC Facilities is taking this opportunity to consolidate its existing requirements under one contract vehicle to increase government efficiency and BMS has the demonstrated capability to successfully meet these requirements. A comparison of Average eFAST rates for the same services shows that Bellamy's rates provide a new cost benefit to FAA of more that $500,000 and are therefore a best value to the Government. Bellamy is a SDVOSB contractor and this procurement is in accordance with AMS 3.6. 6. QuestionsA competitive solicitation is not available for this procurement.
