Description
The Federal Bureau of Prisons Field Acquisition Office in Grand Prairie, Texas, intends to make a single award to a qualified business for the provision of a Business Technology Instructor/Program for the inmate population located at the United States Medical Center for Federal Prisoners in Springfield, MO. The successful contractor shall develop and conduct a certificate program in Business Technology. Responsibilities include developing a curriculum prior to instruction, which must be approved by the Supervisor of Education (SOE) and Computer Services Manager (CSM), and daily lesson plans for the program. Lab experience will be an integral part of the program. The instructor will be expected to provide instruction and oversight in the areas of: computer and database applications and document processing, business English, office administrative procedures and general office duties, business communications to include customer and personal service, and administration and management principals. Live work may comprise up to 40% of the curriculum. A minimum of five live work projects are scheduled per year. The program will be a comprehensive vocational training program which will provide the inmates participating with marketable skills in this career field upon their release. The Contractor will teach Monday through Friday, 8:00 AM to 11:00 AM. Each hour of instruction is equal to one session. Classes will be three hours in duration, with approximately fifteen to twenty students in each class. The total estimate for the year is approximately 690 sessions per year. The contract period shall consist of a 12-month base year with four (4) possible option years for renewal. The Contractor must be certified in the general field of post-secondary education with certification in their area of expertise, have a minimum of two years of documented work/instructional experience in a business technology-related field, provide certification through the State of Missouri using criteria set forth in a state-approved curriculum or other nationally recognized certification, and provide proper accreditation for possible transfer of class hours toward college credit or other means of higher learning. The solicitation will be available on or about April 14, 2011 and will be distributed solely through the General Services Administration's Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be available. The website provides all downloading instructions to obtain a copy of the solicitation. All future information concerning the acquisition, including solicitation amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the site to ensure you have the most up-to-date information about the acquisition. All Contractors doing business with the Federal Government shall be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The anticipated date for receipt of quotes is on or about May 6, 2011, however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. The North American Industry Classification System code for this solicitation is 611210 with a size standard of $7.0 million. Faith-Based and Community-Based Organizations can submit offers/quotes equally with other organizations for contracts for which they are eligible. The solicitation is unrestricted; therefore, all responsible businesses may submit a quote.
