- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13, Simplified Acquisition Procedures, are being utilized for this acquisition. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-50. Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential offeror to monitor www.fbo.gov for any amendments or other information related to this solicitation. Any communications regarding this acquisition must be made in writing and forwarded via email to Barbara Suhrie at barbara.suhrie@nist.gov and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. This requirement is being competed as a total small business set aside whereby AvePoint authorized resellers will be the potential offeror base. APPLICABLE PROVISIONS AND CLAUSES FOR THIS SOLICITATION: The following FAR provisions and clauses apply to this solicitation: FAR 52.212-1; FAR 52.212-3; FAR 52.212-4; FAR 52.212-5, including 52.222-50, 52.233-3, and 52.233-4 in paragraph (a)(1), and the following fill-ins in paragraph (b): 52.219-6; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.225-13; 52.232-33. All provisions and clauses viewed at http://acquisition.gov/comp/far/index.html. Section 508 of the Rehabilitation Act of 1973, as amended, does not apply to this acquisition because the user does not interact with the EIT product directly. The National Institute of Standards and Technology (NIST) IT Security and Networking Division supports the communications network for NIST (NISTnet). This acquisition is necessary to enhance the capabilities of the network. CLINs and related requirements for this RFQ are as follows. 01. Premier Maintenance for DocAve 5 and other AvePoint products as per Maintenance Agreement. Includes: 24/7 phone support, and email support during standard business hours, plus all patch/upgrades; Start date: license delivery date; Period: 14 months Valid 4/14/2011 6/30/2012 (Quantity 1: Unit: Each) 02. Premier Maintenance for DocAve 5 and other AvePoint products as per Maintenance Agreement. Includes: 24/7 phone support, and email support during standard business hours, plus all patch/upgrades; Start date: license delivery date; Period: 14 months Valid 4/14/2011 6/30/2012 (Quantity 1: Unit: Each) 03. Premier Maintenance for DocAve 5 and other AvePoint products as per Maintenance Agreement. Includes: 24/7 phone support, and email support during standard business hours, plus all patch/upgrades; Start date: license delivery date; Period: 14 months Valid 4/14/2011 6/30/2012 (Quantity 1: Unit: Each) BRAND NAME JUSTIFICATION: NIST Office of Information System Management (OISM) requires a software maintenance and support for the AvePoint DocAve software tool that will allow OISM to perform the following functions:1) Continue to use the Backup and Recovery software currently in use to backup and restore SharePoint 2010 server web applications, Site Collections, and any item stored within a site collection. 2) Deploy developed content between SharePoint applications and sharePoint farms. Allowing both for administrative control and allow for developers that have been delegated rights through Active Directory to perform the deployment. 3) Migrate content from Windows SharePoint Services 3.0 running on Windows Server 2003 32-bit version to SharePoint Server 2010 Enterprise running on Windows Server 2008 R2 64-bit version. OISM must migrate the 20 gigabytes of content currently hosted for NIST staff to the SharePoint Server 2010 environment in order to retire the current version prior to it reaching a non-supported status with Microsoft. AvePoint DocAve has been identified as the only solution that will perform all three functions within one product line. OISM already owns the licenses for the AvePoint modules and are currently using the Backup & Restore and Content Migration functions in both development and production environments. OISM is only seeking to purchase the software maintenance and support. All responsible offerors that are considered small businesses under the NAICS code 511210 and are authorized resellers are invited to submit quotations in accordance with the instructions below. Only quotes from AvePoint Authorized Resellers will be considered for award. ADDENDUM TO PROVISION 52.212-1 - QUOTATION SUBMISSION INSTRUCTIONS Paragraph (b) below replaces paragraph (a) in provision 52.212-1. (b) Submission of quotations. Submit signed and dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on company letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must include- (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) Technical description of the items being offered in sufficient detail to evaluate compliance with requirements in the solicitation. Item MUST meet exact specifications as laid out in the description above. This may include product literature, or other documents, if necessary; (4) Terms of any expressed warranty; (5) Firm-fixed price for each CLIN and discount terms; (6) Acknowledgement of solicitation amendment(s); (7) Evidence that the offeror is authorized by AvePoint to provide the required CLINs; (8) Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. EVALUATION FACTORS FOR AWARD: The award will be made to the lowest priced technically acceptable authorized offeror. Offerors will be considered technically acceptable if they meet the requirements as stated above.
