The services being procuredinclude systems engineering and development, operational utility assessmentplanning and execution, extended use execution, and task management. The Government is currently transitioning CMS from a Joint CapabilityTechnology Demonstration (JCTD) to a USTRANSCOM Program of Record(POR). The contractor shall address all security requirements of theUSTRANSCOM POR and provide input to POR required documents. As required, the contractor shall provide any information necessary for the POR tooperationalize the CMS system and complete Certification and Accreditationtesting. Once the Authority To Operate (ATO) is approved at USTRANSCOM,there will be a short period where the JCTD servers will be used to redirectusersto the POR servers. Eventually, the JCTD servers will be turned off, and themaintenance called for in the SSC PAC contract will no longer be required. Theremaining equipment will then be transferred to the POR and a project post-mortem will be conducted. The SSC PAC contract will then be complete.
