- The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to negotiate a non-competitive award with the University of California at San Diego, Scripps Institution of Oceanography, for services in support of specialized testing to better understand and identify technical issues related to, ocean environmental sensing and ship motion forecasting. Two key objectives of our support for this program include 1) Understanding and interpreting the data provided by ocean environmental sensors in a manner that will enable them to be used as timely input for ship control systems, and 2) Describing the interaction of the ship ™s hull; propulsion; and maneuvering and positioning control systems with the near-field ocean environment, and developing methods capable of predicting the ship ™s six-degree-of-freedom response. Data from the wave buoy analysis performed in 2010 will also be used. The University of California at San Diego, Scripps Institution of Oceanography is the only known organization with the expertise and experience operating the WAMOS radar system on shore and aboard ship. They also possess the WAMOS wave data collected on the same exact near-shore and open-ocean environment as the Navy instrumentation radar. This notice of intent is NOT a request for competitive proposals. However, all capabilities statements received no later than the due date of this announcement will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a capabilities statement that will be considered by the Agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responses must be received by email at lorri.loveland@navy.mil no later than 2:00PM EST, 27 April 2011. A formal solicitation will NOT be issued since this will be a sole source procurement. This announcement constitutes the only notice of this procurement. All contractors and individuals doing business with the Federal Government MUST be registered at the Central Contractor Registration (CCR) database to be considered for award. Information on registration and annual confirmation requirements can be located via the Internet at www.ccr.gov. Responses that are non-compliant with any of these instructions may be rejected without further consideration for award. If a change occurs in this requirement, only those offerors that responded to this announcement within the required time frame will be provided any changes/amendments and considered for future discussions and/or award.
