Description
FEMA Region One anticipates soliciting for a Firm Fixed Price Contract for multiple Exercises on Chemical Emergency Accident Simulations. This procurement is 100% set aside for small business. The NAICS code for the project is 541620, Environmental Consulting Services with a size standard of $7.0 million. The period of performance is 36 months from date of award. To be eligible for award, vendors must be registered in Central Contractor Registration (CCR) at www.ccr.gov and online Representations and Certification Application (ORCA) at https://orca.bpn.gov/login.aspx. This contract covers the six (6) New England States (ME, NH, VT, MA, RI, CT) The contractor will be responsible for the collaborating the design and management of approximately six (6) tabletop, and three (3) functional field exercises with the support of EPA and FEMA. The Contractor will be responsible for ensuring the exercises meet the scope of the regional training and exercise programs and the requirements for both the EPA and Homeland Security Exercise and Evaluation Program mandated by DHS. The prime objective of the exercise is to test the preparedness and security of the facility management team, tribal nations, federal, state, local law enforcement and emergency responders. The following specific tasks are required for each exercise but not limited to: 1) Attending and participating in meetings with local emergency planning committees (LEPC's), tribal nations or Tribal Emergency Response Commission (TERC) to discuss and design medium scale chemical accident exercises and the use of fixed industrial facilities. 2) Facilitate with the scheduling, designing, conducting, controlling and evaluating the exercise. 3) Providing technical and simulation support for the conduct of the exercises. 4) Recommending the degree of other players' involvement. 5) Interfacing with government and industry representatives who can give detailed information about the selected industrial facility processes and the surrounding area to make the scenario more realistic. 6) Preparing the exercise after-action-report (AAR) and improvement plan (IP). This requirement will be procured in accordance with Federal Acquisition Regulation Parts 12 and15. The RFP will be posted on or about April 29, 2011. This is a pre-solicitation notice only.
