Description
This sources sought notice is issued for information and planning purposes only. This announcement is not a Request for Proposals (RFP) and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time. The purpose of this notice is to conduct market research and to invite potential sources to submit detailed capability statements for the work described in this announcement. Background: The National Institute of Standards and Technology (NIST) in the U.S. Department of Commerce conducts research that advances the nation's technology infrastructure needed by U.S. industry to continually improve products and services. The Information Technology Laboratory (ITL) and Material Measurement Laboratory (MML) at NIST in Gaithersburg, Maryland, have a long history of designing, developing and implementing standards and conducting research to support measurement science. To support the development of those standards, test infrastructure, conformance tests, and reference implementations must be developed to validate existing approaches and vendor applications. By supporting the production, collection, and dissemination of critical reference data in the physical sciences, NIST fulfills its role having primary responsibility in the Federal Government for providing reliable scientific and technical reference data and for coordinating activities on a national scale through National Standard Reference Data System (NSRDS) established in 1963 and under the Standard Reference Data (SRD) Act (Public Law 90-396) of 1968. These data activities are conducted by scientists at NIST and much of this data is disseminated through 80 NIST scientific and technical database applications, and through other means including several web-based applications designed to test Health Information Technology (HIT), for Electronic Health Record (EHR) systems, for SmartGrid standards, and for various Biosciences information technology applications. Typically, the work focuses on designing standard use cases, domain modeling, and modeling - and then developing the systems or reference implementation of a standard using a variety of software languages and database technologies. Information Requested: NIST seeks to identify sources with the capabilities to develop information technology models, information technology standard reference implementations, information technology tools, and to develop standard reference database applications. The anticipated solutions will require a Contractor to support and to have demonstrated ability and experience in one or both of the following advanced information technology categories: • Develop Unified Modeling Language (UML) models and their reference implementations for workflow and interactions from domain specific use cases, whereby the innovative standards-based model-driven solutions include translation tools for legacy and proprietary formats. Develop software-based tools and web-based applications for the measurement, analysis, evaluation, management, and dissemination of scientific and technical data. • Provide technical support services for the facile identification, collection, annotation, evaluation, digitization, archiving, curation, indexing, and dissemination of scientific and technical data and information (i.e., digital curators/archivists and data scientists). The anticipated solutions must also be scalable and flexible to meet agency needs and accomplish those in a cost effective manner. The contractor must also have demonstrated ability and experience in working with scientific and technical staff to develop solutions in one of more of the following measurement science and technical fields: 1. Standards and Guidelines for Health and Biosciences • Health IT Testing Infrastructure - NIST is responsible for leading the development of the core health IT testing infrastructure that will provide a scalable, multi-partner, automated, remote capability for current and future testing needs. • Biosciences Infrastructure - NIST seeks to aid in the development of an infrastructure to support personalized medicine by developing standards, tests and associated algorithmic methods to enable the seamless exchange of quantitative data in support of clinical diagnostics, laboratory medicine, and medical images. 2. Standards and Guidelines for Commerce • Cyber Physical Systems - is the tight conjoining of and coordination between computational and physical resources. An example is the Smart Grid - A smart grid delivers electricity from suppliers to consumers using digital technology to save energy, reduce cost and increase reliability. Such a modernized electricity network is being worked on at NIST. • Cloud Computing - NIST has been designated to accelerate the federal government's secure adoption of cloud computing by leading efforts to develop standards and guidelines in close consultation and collaboration with standards bodies, the private sector, and other stakeholders. • Voting - NIST has been designated to accelerate voting system standards and guidelines. NIST will develop standards and guidelines in close consultation and collaboration with standards bodies, the private sector, and other stakeholders. 3. Standards and Guidelines for Physical Sciences and Technology • Scientific and Technical Data and Information Centers - NIST seeks to facilitate the collection, evaluation, archiving, and public dissemination of scientific, technical, and engineering data and information in the physical sciences in response to the national roadmap established by the National Science and Technology Council's 2009 report "Harnessing the Power of Digital Data for Science and Society." • Computer Forensics and Software Assurance - NIST seeks to support the computer forensics and software assurance communities in several key areas including development of tools to support computer forensics tool testing; development of methods for identifying software on disks, in memory, and in network traffic; development of material to support the static analysis tool exposition (SATE); and material for testing computer forensics and software assurance software. Sources that have recent and relevant experience in the aforementioned areas are encouraged to respond to this notice with a detailed capability statement of a maximum of ten pages. The written response must include the following: 1. Your company name, address, phone number, and phone number and email address(es) for point(s) of contact. 2. Detailed description of IT services performed by your company as a prime Contractor within the past five years. These services could be for any organization, but should only address the ability to provide IT Services. Include contract/order number, period of performance, and total dollar amount of the contract/order and customer point(s) of contact (name, phone number, email address). 3. Size of your company in terms of total current number of employees under NAICS 541519. If your company is a subsidiary of another company, list the total revenue and number of employees for the parent organization and all subsidiaries. If your company is an 8(a) concern, a HUBZone small business concern or a Service-Disabled, Veteran-Owned Small Business under NAICS 541519 (size standard $25.0 million), please also indicate so and your current size under this NAICS. 4. If your company has its own GSA Federal Supply Schedule contract that includes information technology/programming services in its scope, provide your GSA Federal Supply Schedule Contract Number. Mere expressions of interest without providing the above requested details will not be considered a valid response to this notice.
