Description
The Naval Facilities Engineering Command (NAVFAC) Washington intends to award a Firm-Fixed Price (FFP) contract for environmental services. The contract will be procured using negotiated procedures using the Best-Value Tradeoff method. This will be a Regional Indefinite Delivery Indefinite Quantity (IDIQ) Contract to provide environmental services for a variety of natural resource surveys, wetland and waterway investigations, biological management plans, Environmental Assessments, and control of exotic/nuisance species for industrial, commercial, and residential locations indicated within Naval Facilities Engineering Command, Washington (NAVFAC), Washington, D.C. and its customer activities in NAVFAC ™s Area of Responsibility which includes Maryland, Virginia, and Washington D.C.. The Government contemplates one contract award with resulting from this solicitation. The potential contract term includes a base year for a period of 12 months with options to extend the term of the contract for up to two (2) additional 12 month periods. Maximum potential contract value anticipated is $4.5 million. The Request for Proposal (RFP) will be issued as a Small Business (SB) Set A-Side on or about 29 April 2011 with an estimated bid opening of 30 days from issuance. The North America Classification System (NAICS) Code for this procurement is 541620. The technical evaluation factors are: Factor 1 “ Relevant Experience Subfactor A “ Natural Resource Experience Subfactor B “Migratory Bird or Bat/Endangered Species Evaluation & Permitting Subfactor C “ Wetland Delineation Subfactor D “ Cultural Resource Experience Subfactor F - Geographic Information Systems Experience Factor 2 “ Past Performance Factor 3 “ Safety Factor 4 “ Management Approach The relative order of importance of the technical/management factors and subfactors and Price are equal in importance to each other. Price will be evaluated in terms of reasonableness based on comparison of the government estimate and other prices received. The following describes the relative importance of the Technical/Management factors to each other. Sub-factors a, c and e under Factor 1 are equal in importance to each other and more important than sub-factors b and d combined. Technical factors 1,2,3 & 4 are equal to price. The Solicitation will only be available in electronic format. The official access to the solicitation is at the Navy Electronic Commerce Online (NECO) via the Internet at https://www.neco.navy.mil/. Contractors are encouraged to register for the solicitation when downloading from the NECO website. Only registered contractors will be notified by email when amendments to the solicitation are issued. All documents will be in the Adobe Acrobat PDF file format via the Internet. The free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website. In accordance with the provisions of DFAS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION, offerors must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database on the part of the offeror will make an offeror ineligible for award.
