- The U.S. Department of Commerce and the National Capital Acquisition Division (NCAD)/Simplified Acquisition Branch on the behalf of the Minority Business Development Agency (MBDA), specifically the Office of Legislative, Education and Intergovernmental Affairs (OLEIA) intends to negotiate on a sole source basis with CQ-Roll Call, Inc. using the procedures in FAR Parts 6 and 13. OLEIA has a requirement to renew a long-standing Electronic Congressional Subscription Package for Congressional news and legislative tracking services. The subscription package includes Custom Alerts, Document Manager, House Action Reports, House Action Reports Emails, Schedules, Today, Today Extra, Today Print and Weekly Reports. The Period of Performance shall be from May 30, 2011 through May 29, 2015 (Base Year + 4 Option Years). The Government intends to procure a twelve month subscription service covering the base year of May 30, 2011 through May 29, 2012 with the option to renew services for up to four (4) additional years. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. FAR Clause 52.217-8, Option to Extend Service, FAR 52.217-9, Option to Extend the Term of the Contract. The North American Industry Classification Code (NAICS) for this acquisition is 519130 with a small business size standard of 500 employees. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NCAD. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NCAD to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Sandra.K.Souders@noaa.gov by April 27, 2011. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-51. The determination to compete or not to compete the proposed order based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference BEXXMBDA-11-02522 for this requirement.
