Description
Child Care Tuition Assistance Program Plan Addendum and PWS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation BPD-HUD-11-CI-0002 is issued as a Request for Proposal (RFP). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. The NAICS code is 541611 and the size standard is $7.0. This is a 100% small business set-aside procurement. A list of contract line item numbers can be found in Table A of the attachment. The Bureau of the Public Debt on behalf of the Department of Housing and Urban Development, Office of Inspector General (HUD-OIG) is contracting to acquire Childcare Tuition Assistance Program Administration in accordance with the attached Performance Work Statement. Period of Performance is May 4, 2011 through May 3, 2012, with four one-year options periods. Work to be performed at vendor site. The provisions at 52.212-1, Instructions to Offerors - Commercial Items (JUN 2008), applies to this acquisition. Addenda to this provision are attached. The provisions at 52.212-2, Evaluation - Commercial Items (JAN 1999), applies to this acquisition. The following factors shall be used to evaluate offers: Technical Capabilities, Past Performance, Price. Addenda to this provision are attached. Low price technically compliant will be the basis for this award. Offerors are to include a completed copy of 52.212-3, Offeror Representations and Certifications - Commercial items (APR 2011), with their offer. 52.212-4, Contract Terms and Conditions - Commercial Items (JUNE 2010) applies to this acquisition; Addenda to 52.212-4 are attached.
