- The United States Marine Corps (USMC), Regional Contracting Office at Parris Island (RCO-PI) intends to award a sole source firm-fixed price purchase order in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106(b) (1), Soliciting from a single source, with The TerrAlign Group, Inc, 21711 Filigree Court, Suite A, Ashburn, VA 20147-6209. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotations by 10:00 am, Eastern Standard Time (EST), on Friday, April 29, 2011 by email to Jessica Quinones, Contract Specialist, at jessica.quinones@marines.usmc.mil. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. The Contracting Officer for this requirement is Ms. Mimi Robinson. The Marine Corps Recruiting Command (MCRC) requires eight (8) software license renewals each of TerrAlign for MapInfo, OptAlign Edition Version 2.1 and TerrAlign for MapInfo, Drive Time Network Version 2.1, to also include all TerrAlign software updates, one (1) 2-day training session for ten (10) Marketing Specialists, and customer care support Monday through Friday between the hours of 8:00 am to 6:00 pm EST. MCRC currently utilizes both software which leverage the capabilities of our main mapping software call MapInfo Professional, a Microsoft Window-based mapping and geographic analysis application, provided by the Office of the Secretary of Defense (OSD) at no cost to MCRC. TerrAlign ™s OptAlign Edition and Drive Time Network allows the USMC recruiters the capability to obtain a deeper territory specific functionality by aligning recruiting territories efficiently and balancing the distribution of selected attributes (population, high school seniors, etc.) among the recruiting areas minimizing distance from time. It is the Government ™s understanding that TerrAlign ™s OptAlign Edition and Drive Time Network software, both proprietary to The TerrAlign Group, Inc, are the only ones compatible to the MapInfo Professional software (see attached sole source justification).
