Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. NAVSURFWARCEN Crane Division has a requirement for Thermal Imaging System as follows: 1 unit: Infrared Micro Thermal System, to be used in a laboratory environment for analysis of wideband gap microelectronic devices including but not limited to the following: Gallium Nitride (GaN), Silcon Carbide (SiC), and Gallium Arsenide (GaAs) microwave devices, and microwave circuit assemblies. Inspection and Acceptance will be at destination. Delivery shall be FOB destination, Naval Surface Warfare Center-Crane, Indiana. The solicitation will utilize full and open competition procedures after exclusion of sources and is being solicited as 100% small business set-aside as a proposed firm fixed price contract. The government intends to award to the responsible contractor whose offer is the best value for the Government considering past performance and price factors, with past performance being somewhat more important than price. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The solicitation will be available for download on or about 22 April 2011. Closing date will be on or about 23 May 2011. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and it is not a commitment by the U.S. Navy to procure subject equipment. The POC is Charles Noblitt, telephone (812) 854-3857 or email charlesnoblitt@navy.mil. No hard copies of the solicitation will be mailed. All responsible sources may submit proposal which shall be considered. Offers must be submitted in the format specified in the solicitation to be considered. Submitting a bid from the NECO web site by clicking on the Submit Bid does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to download the RFP and to submit offers to the POC at NSWC Crane to be considered.
