Description
Draft PWS Sources Sought Synopsis announcements are issued to assist the Agency in performing market research to determine industry interest and capability. This Source Sought Announcement is not a request for proposals and at this time, no solicitation exists. Therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. REQUIREMENT DESCRIPTION: See attached Draft PWS The Defense Threat Reduction Agency (DTRA) is conducting supplementary market research in reference to a future requirement outlined in the attached Performance Work Statement (PWS) titled, "Logistical Support Services." The purpose of this supplemental market research is to solicit comments in response to the following: (1) any acquisition considerations such as type of contract, set asides, etc.; (2) socio-economic participation; (3) any possible ambiguities, inconsistencies, or unduly requirements in the attached PWS; (4) the anticipated NAICS Code is 493110: (5) any anticipated special terms and conditions (6) number of FTE's required and labor categories (7) Service Contract Act (SCA) applicability and any information on possible Wage Determinations, including possible labor category descriptions from the latest SCA Directory of Occupations. If a labor category is not included in the directory, it is the contractor's responsibility to ensure that the category is included in the directory and thus added to the relevant Department of Labor (DOL) Wage Determination. (7) any anticipated teaming arrangements (8) any interest in proposing as a prime or subcontractor (9) any relevant contract experience (Government and Commercial). For each contract with relevance experience, please provide the following information: contract number, brief description of the requirement, NAICS code, contract type, magnitude, place of performance, and point of contact name and contact information. Please be advised that this market research is for information and planning purposes only. This is not a request for proposal. No reimbursement will be made for any costs associated with providing information in response to this announcement. DTRA reserves the right to disregard comments received after the deadline. DTRA welcomes all comments and clarifying questions regarding possible ambiguities, inconsistencies, or unduly restrictive specifications that reviewers may identify. Please note this is only a working-draft PWS and some elements of a possible solicitation are either not included or not yet completed; therefore, the actual solicitation, when released, may differ significantly from this document. Interested contractors may submit a separate white paper providing comments back on each of the any of the areas above and any questions, comments or suggestions in reference to the attached PWS. Interested offerors should address in their written response whether they can fulfill this requirement via a GSA schedule, NASA SEWP, NIH, open market, or any other contract vehicles available to the Government. Responses shall include the following information in the cover page: company name, address, point of contact, telephone number, email address, business size and small business status (such as small disadvantaged, 8(a), HUBZone, Woman Owned, Minority Owned, and/or Veteran Owned). Responses shall not exceed 10 pages (not including the cover page) and must use 12-point Times New Roman font and 1" margins. Please submit responses to Jorge R.
