Description
The U.S. Department of Labor is seeking qualified contractors that are capable of operating a Job Corps Center. We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Subpart 19. When submitting your response, please indicate under which programs you meet the criteria. The NAICS code for the Operation of Job Corps Centers is 611519, with a size standard of $35.5M. This sources sought notice is for planning purposes only and does not commit the Government to pay for the information requested, issue a solicitation, or award a contract. The Job Corps center procurement will involve the management and operation of residential training and employment programs at the Kittrell Job Corps Center, 1096 U.S. Highway #1 South Kittrell, North Carolina. Contractors will be expected to provide all material, services, and necessary personnel to operate the Kittrell Job Corps. The Operation of Job Corps centers are set forth in Title 1, Subtitle C of the Workforce Investment Act of 1998, and the Job Corps Policy and Requirements Handbook (PRH). The PRH is available at http://jobcorps.dol.gov. Job Corps is a national residential training and employment program administered by the Department of Labor to address the multiple barriers to employment faced by disadvantaged and at-risk youth throughout the United States. Job Corps provides educational and career technical skills training and support services. The unique combination of services provided in the Job Corps is intended to better prepare youth to obtain and hold gainful employment, pursue further education or training, or satisfy entrance requirements for careers in the Armed Forces. The contractor will provide: 柊cademic, career technical, social and employment readiness skills, counseling, health services, safety, recreation and work-based learning; 桧peration and management of campus facilities; 紐esidential management, supervision, meals, and support services; 弼ob placement assistance and transitional support services; 匹enter operations integrated with the local workforce development systems, employers and the business community; 匹enter oversight, financial and program management. All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Responses must include the contract value, type and period of performance of each contract cited. Pertinent factors for consideration of qualifications are the primary contractor痴 demonstrated experience with: 1.Managing a cost reimbursement type contract with a value of $10+ million dollars per contract year; 2.Providing academic, career technical, social and employment readiness skills, counseling and work-based learning to youth, ages approximately 16 through 24; 3.Coordinating and providing health services, to include dental, triage, and other basic health clinic services; 4.Coordinating and providing recreation facilities and activities; 5.Operating and managing campus facilities as well as ensuring facility safety; 6.Residential management, supervision, and meals provision; 7.Job placement assistance and transitional support services; 8.Working with the local workforce development systems, employers and the business community; 9.Center oversight, and program management; 10.Facilities management, to include facility repair, equipment management and replacement, as well as grounds maintenance; 11.Working with federal agencies; All interested parties are invited to submit a capabilities statement, to Ms. Jillian Matz, Contracting Officer, Division of Contract Services, 200 Constitution Avenue, NW, Room N4655, Washington, DC 20210. Responses are due May 2, 2011 by 5 p.m. EST. Electronic copies of capability statements are preferred and may be emailed to matz.jillian@dol.gov. The response must be specific to each of the qualifications listed above to demonstrate that the respondent has the skills and experience. The submittals shall not exceed 11 pages, TOTAL. A determination by the Government to proceed with the acquisition as a set-aside is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted.
