Description
This is the Systems Requirement Document (SRD) for the Variable Speed, Variable Drag Drogue Program Market Survey - Sources Sought Synopsis Aerial Refueling Drogue- Variable Speed Drogue/ Variable Drag Drogue The United States Air Force (USAF), Aeronautical Systems Center (ASC), is issuing this sources sought synopsis as part of a market survey for a new aerial refueling drogue. The purpose of this sources sought is to gain knowledge of companies that currently have a fully developed drogue that is operational between 105 and 210 knots without having to land to re-configure. The drogue must have already demonstrated its capabilities, in flight, of meeting the requirements specified in the attached SYSTEM REQUIREMENTS DOCUMENT FOR VARIABLE SPEED DROGUE/VARIABLE DRAG DROGUE PROGRAM dated 21 April 2011. Assume a requirement for the production and delivery of 85 drogues. The program will require spare parts and contactor data to support technical order creation. All should be delivered by 30 September 2012. Your response must address the drogues capability to meet the System Requirements Document (SRD), manufacturing schedule and company's production/support capabilities. If, after reviewing this information, you desire to participate by responding to this sources sought, you should provide documentation that supports your company's ability to deliver a refueling drogue that meets these requirements. Failure to provide adequate documentation will inhibit the government's assessment of your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). Both large and small businesses are encouraged to participate in this sources sought. Joint ventures or teaming arrangements are permissible. The White Paper shall include the following details: (1) General design description (pictures/Drawing), (2) brief explanation how the drogue meets the "System Requirements Document For Variable Speed Drogue/ Variable Drag Drogue Program" (3) Estimated production cost for each drogue (4) Approximate lead-time for acquiring your product. Response should be in an electronic format that is compatible with Microsoft Windows and Office 2003. The data can be submitted on CD-R/DVD-R or be emailed to john.shock@wpafb.af.mil provided it is in *.PDF format and provided that the email does not exceed 9 MB. It is not a solicitation for offers. The Government reserves the right not to issue a solicitation based upon its needs and the results obtained from this Sources Sought. The government will not reimburse participants for any expenses associated with their participation in this sources sought. The level of security clearance and amount of foreign participation in this requirement has not been determined.
