- This is a pre-solicitation notice for the construction acquisition of Simplified Acquisition of Base Engineering Requirements (SABER) Contract at Misawa Air Base Japan, with 1-year basic period plus four (4) 1-year options. Fixed Price with Economic Price Adjustment (FP-EPA), Indefinite Delivery/Indefinite Quantity (IDIQ) type of contract is contemplated for award, on a basis of Japanese Yen currency. The SABER contract will encompass a broad range of maintenance, repair, and/or minor construction on real property at Misawa Air Base, Japan, including its associated sites located in adjacent local area. A guaranteed minimum amount is Y509,759 (converted from $5,000.00 by use of FY11 FCFD Rate of Y101.9517 to $1.00) and maximum limit of the contract is Y6,117,102,000 (converted from $60,000,000.00), for the entire life of the contract. Actual construction work will be accomplished under individual Task Order(s) (TO) to be placed on an as-needed basis under the SABER contract; provided that the Government will not be committed to place task order(s) up to the maximum limit of the contract. The work required by individual TOs will include tasks in a variety of trades, such as carpentry, road repair, roofing, excavation, interior, electrical, steam fitting, plumbing, sheet metal, painting, demolition, concrete, masonry, welding, and other related miscellaneous work, as specified in the SABER Specifications and the SABER Unit Price Book to be contained in the solicitation when issued. The contractor is required to have a performance capability to accomplish multiple TOs at the multiple project sites concurrently, with having a SABER focused task-force organization for effective management of TOs and responsive coordination with the Government SABER engineers. The resultant contract will be awarded to a single offeror who provides the Government with the best value, using Performance Price Tradeoff (PPT) process in accordance with AFFARS 5315, and Mandatory Procedure (MP) 5315.305, paragraphs 5.5.2 and 5.6.2.1., and Informational Guide (IG) 5315.101-1, with evaluation factors to be included in the RFP consisting of: Technical Acceptability, Past Performance, and Price. Contract award and its resulting performance are to be made in whole in Japan, whereby offer must satisfy the requirements stated in the NOTE at the end of this presolicitation notice. The solicitation is expected to be issued on or after 20 May 2011 (JST). The closing date and time for submission of offers as well as the date and time for pre-proposal conference will be contained in the solicitation package, which will be made available on Electronic Posting System (EPS) government point of entry (GPE) web site at http://www.fedbizopps.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to the solicitation. Contractor MUST be registered in the Central Contractor Registration database or his/her proposal will not be considered. Further information of Central Contractor Registration is available at web site http://www.ccr.gov. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs. NOTE: Since the contemplating contract is to be awarded by the contracting activity located in Japan and to be performed in Japan, the offerors must meet the following two requirements for OCONUS: (1) DFARS 252.225-7042, "Authorization to Perform" - The Offeror has been duly authorized to operate and to do business in the country or countries in which the contract is to be performed, and (2) FAR 52.236-7 (modified IAW AFFARS 5336.507), "Permits and Responsibilities" - The Contractor shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government and political subdivisions laws, codes, and regulations applicable to the performance of the work.
