- 1.THIS IS A REQUEST FOR INFORMATION (RFI)/Sources Sought Notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This RFI/Sources Sought Notice does not commit the Government to contract for any supply or service. Further, the Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI/Sources Sought Notice; all costs associated with responding to this RFI/Sources Sought Notice will be solely at the interested vendor's expense. Not responding to this RFI/Sources Sought Notice does not preclude participation in any future RFP, if any is issued. 2.The VA plans to procure support services for the Veterans Health Administration (VHA) Office of Systems Redesign and the Veterans Access and Flow Coordination Center (VAFCC) Task Force to provide a thorough baseline assessment of the "current state" of transfer/patient flow coordination among Medical Centers, within and among Veterans Integrated Service Networks (VISNs), and nationally. This assessment will take into consideration the experience of Medical Centers with aspects of the Access/Flow Coordination Centers concept in place, VISNs with well-developed policies/processes for VISN-wide patient flow/transfers and which utilize Bed Management Solution (BMS) as a common tracking tool, and identified "gaps" and opportunities for improvement across VHA in coordination of inpatient care. In doing so and in coordination with the VAFCC Task Force, high level goals include patient flow efficiency enhancement, information technology optimization, reduction in non-VA care costs, improvements in clinical quality outcomes, and patient/family satisfaction. To facilitate the decisions and recommendations of the VAFCC Task Force, the Contractor shall complete a comprehensive assessment of successful practices, within and outside of VHA, which may be considered for implementation and expansion nationally within VHA. Services shall include the following: 1.Administrative Support 2.Assessment 3.State-of-the-Art (SOTA) Conference 4.Recommendations for VHA Future State 3.For project planning and information gathering, a Draft Performance Work Statement (PWS) is included herewith as an attachment to this notification. We are seeking information from vendors capable of providing the services described in the PWS. 4.Interested vendors are requested to provide a capability statement describing their capabilities in relation to the requirements outlined in the PWS. Responses should include information on any applicable Federal Government Contracting Vehicles and related schedules accessible by the Department of Veterans Affairs that could be utilized to satisfy the requirement. 5.Responses should not exceed 15 pages and include point of contact information. 6.Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. 7.FAX responses are not acceptable. Vendors must respond by e-mail to Elizabeth.dean2@va.gov with a copy to Kevin.loesch@va.gov no later than 12:00 pm on May 4, 2011. E-mail responses must include "Veterans Access and Flow Coordination Center Support Contract" in the subject line with your company name. 8.
