- 1. INTRODUCTION: This sources sought notice is for INFORMATION AND PLANNING PURPOSES ONLY and SHALL NOT be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. Currently, VISN 8 Medical Centers have limited opportunities for employees in grades GS-01 thru GS-05 and equivalent Wage Grades. To improve upward mobility, diversity, loyalty, talent, and patient care, employees in entry-level positions need new learning opportunities and a better chance to succeed. In order to enhance diversity within the organization, and to improve EEO performance, there is a need for employees to learn new tasks, and learn how to develop skills for successful career advancement. To provide this opportunity, senior leadership has decided to host a School at Work (SAW) Program to develop employee computer skills, math, reading, grammar, writing, medical terminology, principals of patient safety and satisfaction, and organizational skills. School at Work (SAW) is a six month career development system that will be delivered within the seven VISN 8 Medical Centers using a blended learning system: on-line coursework, DVD classroom sessions, and participant workbooks. Instructional tools will be provided by a workplace education and e-learning company. During the SAW program, participants develop a Career and Learning Plan (CLP) to help them identify and achieve personal career goals through self-assessments and other exercises. Students will attend class two hours per week for twenty-two (22) weeks for a total of six months. Each facility conducting a SAW session will have a Coach and Career Advisor provided by each Medical Center. The Coach facilitates the blended learning system committing 4 hours per week (two hours in the classroom, and approximately two hours in the management of the program). The coach serves as a project manager for the SAW class, works closely with internal staff (e.g. student supervisors), keeps attendance records, and monitors the completion of the online components. The coach must have good computer skills, strong communication and facilitation skills, suggested previous experience in education, recruiting, or human resources, and must be familiar with the healthcare organization. The Career Advisor will meet one-on-one with students throughout the course to help them map out their Career and Learning Plan. A Career Advisor should meet with each student, one-on-one, 3-4 times during the SAW program. School at Work provides career development opportunities to employees who are hard-working, committed to a future in healthcare, have potential, but cannot advance without more education. The focus of School at Work (SAW) is to develop a highly skilled, customer-focused work force that will provide exemplary leadership for the 21st century. 2. OBJECTIVES: The contractor shall prepare Medical Center employees ("Coaches") to facilitate the SAW program at each medical facility. The Contractor Client Relations team shall work with the Coaches throughout the 6 consecutive month period of the program. The Contractor will provide all workplace education and e-learning instructional tools. GENERAL REQUIREMENTS/Mandatory Deliverables 1. SAW program materials for 70 participants (SAW Starter package) 2. One day Coach Training for 10 Coaches 3. Screening Assessment for 70 participants 4. Online Program Evaluation survey 5. Program Certificates of Completion EVALUATION Criteria 1. Contractor Past Performance documents 2. Quality Assurance documentation 3. Technical Capability documents SCHEDULE FOR DELIVERABLES (Dates subject to change) 1. Marketing Tools to be provided by end of June 2011 2. SAW Starter Package by end of July 2011 3. Coach Training in July 2011 4. Screening Assessments in August 2011 5. Program Evaluation after the 6-month program 6. Program Certificates at Graduation REPORTING REQUIREMENTS The Contractor shall submit a summary of the program evaluations to senior management within 1 month of completion of training. CONTRACTOR EXPERIENCE REQUIREMENTS The contractor shall identify by name the key instructor(s) who will conduct the Coach Training. The instructors must have adequate prior experience in conducting the Coach Training in either the private or government sector. A planning call between the contractor and senior management is contingent on contract finalization. 3. SUBMITTAL INFORMATION: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response of NO more than 15 pages in length, single spaced, 12 point font minimum. The Government will not review any other data, attachments that are in excess to the 10 pages. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill these requirements. Interested parties shall furnish the following minimum information: 1. Company name and address 2. Company point of contact name, telephone number and email address 3. Company business size and status (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Women-Owned Small Business, etc.), the number of years in business, affiliate information: parent company, joint venture partners, potential teaming partners 4. If the company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and relevant SINS 5. Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement. Description of the capabilities/qualifications/skills your company possesses to perform services described in the scope of work. 6. Past Experience: Brief summary of the company history relative to similar requirements. Offer may provide the following information on a maximum of three similar projects for which the responder was a prime or subcontractor. a. The name, address, and value of each project b. The Prime Contract Type, Firm Fixed-Price, or Time and Material c. The name, telephone and address of the owner of each project d. A description of each project and why it is relevant to this requirement. Include difficulties and successes e. Your company's role and services provided for each project. It is requested that the above information be provided no later than May 9, 2011 at 1:00PM EST. Responses should be emailed to James L. Jones at James.Jones30@va.gov.
