- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice and file attachments. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is SOL-HQ-11-00033 and is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-50. The associated North American Industrial Classification System (NAICS) code for this procurement is 541611 with a small business size standard of $7.0 million. This requirement is not a small business set-aside. The required services are described in detail in the attachment labeled ?Statement of Work.? The U.S. Environmental Protection Agency (EPA) Office of Resource Conservation and Recovery (ORCR) requires contractor support to map out how the transition from ?end-of-pipe? to life-cycle materials management and integrated policy-making will unfold, who is involved where, and the timeframe for this transition. The contractor shall use visualization and graphic facilitation techniques to assist the EPA in reducing some of the confusion and hesitation around sustainable materials management by developing an illustrative transition process map. The contract is estimated to be awarded by the end of May 2011 and expire September 30, 2011. The following provisions apply to this procurement: a)FAR 52.212-1 Instructions to Offerors ?
