Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a sole source, firm-fixed price purchase order to Northrop Grumman-Sperry Marine Corporation Maritime Systems (Northrop), 1070 Seminole Trail, Charlottesville, VA 22901 for eight (8) radar scan converter cards, P/N: 4801034. This purchase is unsuitable for full and open competition for the following reasons. Northrop is the designer and original equipment manufacturer of these cards. The Radar Scan Converter Card is directly coupled with the Radar Electronics Unit (EU) and Turning Unit (TU) used in the LCAC. Both the EU and the TU are supplied solely by Northrop. Replacing P/N 4801034 by using a different vendor will be cost prohibitive since it will require extensive modifications to the LCAC ™s navigation system. Northrop is the cataloged Source of Supply in the Navy Supply System for these items. Currently, Northrop is the only vendor for these specific part numbered items, that meets form, fit and function requirements. Delivery will be to the Naval Support Activity - Panama City, 101 Vernon Avenue, Panama City, FL 32407-7018. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In accordance with FAR 13, a Firm Fixed Price type Contract is anticipated. The applicable North American Industry Classification System (NAICS) Code is 334511 and the size standard is 750 employees. Any questions relating to this announcement are due 5 days from the date of this notification is published, and no later than 1400 local time (CST).
