Description
The National Park Service, Department of the Interior, is soliciting proposals from construction firms having the capability to perform the work described below. The solicitation will be issued electronically on the Department of Interior's National Business Center (NBC) web site, http://ideasec.nbc.gov. Paper copies of this solicitation will not be made available. Prospective offerors desiring to conduct business with DOI are requested to register at the NBC web site. Proposal documents will be available in Microsoft Word, HTML, and/or Adobe PDF. Specifications will be available in Adobe PDF format; drawings will be PDF format. Offeors wishing to receive electronic notification for changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. Proposed solicitation issue date is on/or about May 16, 2011. Procurement is being conducted under full and open competitive procedures. NAICS Code: 237110 Water and Sewer Line and Related Structures Construction Size Standard: $33.5 Million Project Location: This project is located at Big Bend National Park, which is 260 miles southeast of El Paso, Texas and 60 miles south of Marathon, Texas. Background: The Panther Junction Water System is located near the center of Big Bend National Park. The existing panther junction waste system services the majority of Big Bend National Park, concessioner, border partrol and school employee residents as well as the primary visitor center and administrative center in the park. The water system also supports water tankers and irrigation systems that integrally involved in resource management projects. The public water system treats approximately 40,000 gallons per day. The water source is ground water supplied by primarily two wells near K-bar Ranch. K-bar Ranch is located approximately 3 miles southeast of Panther Junction. Water is supplied to a 25,000 gallon tank then transferred via booster pumps to a 250,000 gallon above ground steel water storage tank. Collocated with the 250,000 gallon tank is a 150,000 gallon water storage tank, which is not tied into the water system. Project Description: This project will replace two (2) 25 horsepower pumps with two (2) 10 horsepower booster pumps; replace the K-bar well #5 pump building; and replace approximately 2,100 linear feet of asbestos-cement water main with 6" PVC water main. Install 430 feet of 8" water main between the 250,000 gallon water storage tank and the 150,000 gallon storage tank. Install an altitude valve and gates valves in the Panther Junction water storage tank valve vault. Optionally, a security fence may be installed around the K-bar well #5 pump building; wells will be abandoned; and 340 feet of 12" water main will be installed from the 150,000 concrete water storage tank. Type of Acquisition: A firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability, past performance and price to determine the best value (trade-off process) to the government. The government reserves the right to award without discussions. Construction Price Range for this project is estimated to be between $250,000 to $500,000.
