- NASA/GRC has a requirement for the purchase of the LifeMOD Nodelocked License,One year of Maintenance, and LifeMOD-SVC Training.NASA/GRC intends to purchase the items from LifeModeler, Inc., 2730 Camino Capistrano,Suite 7, San Clemente, California 92672-4847.This particular software was chosen for the NASA Human Research Program, DigitalAstronaut Project, after much research was done on a competitive basis into what softwarewould meet our specifications.This is a multi-center project with work being done bothat Johnson Space Center and Glenn Research Center. This software is already in use atJSC, and they have developed some existing biomechanical models. GRC also needs thissoftware to be compatible with JSC team members so the biomechanical models can beshared.LifeModeler, Inc. has developed this software and holds the source code. There are noresellers.The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13.The Sole Source is under the authority of FAR reference 13.106-1(b)1.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 5, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
