Description
The United States Army, Army Contracting Command (ACC) Aberdeen Proving Grounds (APG) Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR), Aberdeen Maryland, 21005 intends to increase the contract ordering ceiling for Contract No. W15P7T-05-D-J101 from $2.5B to $3.069B, to enable additional Delivery Orders/Task Orders (Dos/TOs) to be issued for ancillary equipment, spare parts, and repair and engineering services for Single Channel Ground and Airborne Radio Systems (SINGCARS). In accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, One Responsible Source, this action is for the sole source award of a modification to Firm-Fixed-Price (FFP) and Time and Materials (T&M) Indefinite Delivery Indefinite Quantity (IDIQ) Contract Number W15P7T-05-D-J101 with ITT Corporation. Due to significant redesigns of SINCGARSs due to obsolescence issue the Government does not possess a complete Technical Data Package to use for competition for the required ancillary items, spare parts and repair and engineering services. Additionally, the technical data for several items of ancillary equipment will only be delivered with limited rights until the 2012-2015 timeframe because these items were developed exclusively at private expense of ITT Corporation. W15P7T-05-D-J101 is for production and delivery of substantial quantities of ancillary equipment, spare parts, repair, and engineering services for SINCGARS. The SINCGARS is a family of Very High Frequency-Frequency Modulation frequency hopping and single channel radio systems that provide the primary battalion and below voice and data communications for ground combat forces. The SINCGARS also provides the Internet Controller, which is the digital router for the Army Tactical Internet. It is one of the five major communications/data elements that provide seamless digital communications capabilities to the Modular Force. The Army has acquired more than 250,000 SINCGARSs in the last three years to meet increased Warfighter requirements associated with the Overseas Contingency Operations (OCOs) and other Army modernization efforts. The proposed action, to increase the ordering ceiling of Contract Number W15P7T-05-D-J101, is necessary to continue to meet Warfighter requirements for ancillary equipment, spare parts, and repair and engineering services for SINCGARS. The Army has identified a need for significant quantities to support the Army's Modular Force reorganization in addition to on-going efforts in support of OCOs and to complete RESET actions as units return from deployments and their SINCGARSs are prepared for future deployments. This synopsis is provided for informational purposes and is not to be considered a request for proposal. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The U.S. Army ACC-APG (C4ISR) utilizes the Army's Single Face to Industry (ASFI), to allow electronic posting of Solicitation for Request for Proposals (RFP) Request for Quotations (RFQ) and Invitation for Bids (IFB) from ACC-APG (C4ISR) to Industry.
