- Addressing Questions from Vendors VA-261-11-RP-0095, Radioactive Waste Removal Services for SFVAMC Question 1: Provide estimated isotopes and activities expected in >120 Day half-life DAW and animals carcasses. Answer 1: The estimated isotopes and activities for radioactive waste greater than 120 day half life are tritium (H3) and carbon-14(C14) with an activity of less than 100 millicuries. This applies to both A and B radioactive waste. Question 2: Does the "DRY" radioactive waste consist of primarily paper and plastic with minimal (<10% each) glass and metals thereby making it suitable for incineration? Answer 2: The dry radioactive waste consists of 33% plastic, 33% paper and 33% glass. There is no metal in the dry radioactive waste. Question 3: Clarify where will animal carcasses be acceptable for disposal if EnergySolutions in Clive, Utah is not available. Answer 3: The EnergySolutions facility at West Bear Creek in Oakridge, Tennessee accepts animal carcasses. Question 4: What isotopes and activities are typically found in the <120 day half-life "DRY" for decay in storage? Answer 4: The type of isotopes typically found in radioactive waste less than 120 days is Phosphorous 32, Sulfur 35 and Iodine 125. The total activity for radioactive waste less than 120 days is less than 100 millicuries. Question 5: Provide estimated isotopes and activities for non-exempt scintillation vials. Answer 5: The estimated isotopes for non-exempt scintillation vials are Phosphorous 32 (P32), Calcium 45 (Ca45) and Sulfur 35 (S35). The activities for the non-exempt scintillation vials are less than 100 millicuries. Question 6: Clarify if the Uranyl acetate packaged in 55-gallon drums is solid or liquid. If solid, does the drum contain several small containers of UA? Answer 6: The Uranyl acetate radioactive material is in liquid form, containing 1 millicurie or less of activity in a total of one liter or less of liquid primarily 99% water and 1% uranyl acetate. Question 7: Sealed sources are typically quoted on a case-by-case basis and disposal options depend on the isotopes and activities. Provide an idea of the types of sources that might be included in a sealed source disposal drum? Answer 7: The type of generally licensed sealed sources and activities are Europium152 (12 microcuries or less), cesium 137 (30 microcuries or less), iodine 129 (0.120 microcuries or less), barium 133 (20 microcuries or less) and radium 226 (10 microcuries or less). Question 8: Provide the percentage of nitrate in the solution, Uranyl nitrate liquid, and what is the solution (i.e., water, ethanol, etc.). Answer 8: The uranyl nitrate liquid radioactive waste is composed of 99% water and 1% uranyl nitrate in a total of one liter with an activity of 10 millicuries or less. Question 9: Provide estimated isotopes and activities, solvents, and applicable waste codes in Mixed radioactive liquid waste. Answer 9: The mixed radioactive liquid waste consists of 75% chloroform/25%phenol and contains less than 10 millicuries of tritium (H3) and/or carbon-14 (C14) in one liter or less of liquid.. Question 10: Provide any data on isotopes/activities/contamination levels of the miscellaneous items to determine packaging requirements for shipment. Answer 10: Miscellaneous research laboratory equipment turned in for disposal as radioactive waste contains tritium (H3) and/or carbon-14 (C14) with an activity of 50 millicuries or less. Typical miscellaneous research laboratory equipment include but are not limited to refrigerators, REVCO freezers, incubators, mixers, shakers, heating plates, injection plates, water bath containers, test tube rack holders (metal/plastic), eppendorf pipettes, dispensing spoons, plastic/metal tubing and similar items. Question 11: What is the typical frequency of shipments from the VAMC? Answer 11: The VAMC has one to two shipments of radioactive waste per fiscal year. Question 12: What is the required format of presentation as required under SOW 3.1 Shipment Preparation? Should the information be presented in a train the trainer format? Answer 12: No particular format is required as long as the information provided is clear, concise and meets the DOT, NRC, disposal site, and other Federal, State and local rules and regulations. Question 13: Given that providing both commercial/regulatory updates and inspection data require dedication of assets, will a contract line item number be added for the contractor to reclaim these costs? Answer 13: The price delivery schedule CLIN lines are firmed fixed prices. All costs should be calculated into the price delivery schedule CLIN items.
