- PRE-SOLICITATION NOTICE Description: The Department of Veterans Affairs, National Energy Business Center anticipates soliciting sources and subsequently awarding a contract for the Design Build project known as "Co-Generation Energy System, Michael E. DeBakey VA Medical Center Houston, TX 77030". The contractor shall be responsible for all phases of the project and subject to VA approval at designated project milestones. The contractor shall utilize technology and equipment which results in the lowest delivered energy cost (steam, chilled water and electricity) to the VA Medical Center. As a minimum to the project shall consist of a new net zero generator building, 30,000 gallon above ground diesel fuel tank, six (6) 2000 KW CHP generator sets, hot water heat exchangers and piping, one 500 ton hot water absorption chiller, supervised control and data acquisition (SCADA) control system in support of the CHP power generation system, and connections to existing electrical main distribution and building, power metering, utility interconnection equipment, including but not limited to transformers, switchgear, and protective relays; computer control software; and associated ancillary materials and equipment, site civil work, paving, concrete foundations,, building structures and permanent steel platforms, stairs, handrail and ladders, breeching, insulation, vents, piping, valves, metering and accessories required for electrical and hot water delivery. The proposed system shall be capable of utilizing natural gas and biodiesel with the highest reliability of automatic and un-attended operation, emission compliance and high thermal efficiency. The proposed system shall be able to provide operator initiated automatic start-up and shutdown of the system, but shall also include provisions for automatic start-up and shut-down based upon other inputs such as utility power interruptions and Medical Center emergency power requirements. The natural gas fired co-generation unit shall be tied into the VA's power system, and the existing system shall be modified as necessary such that upon a power failure from the electric utility the co-gen unit shall island, or continue to provide electric power to the facility. Controls and relay protection shall be put into place to immediately shed enough load from the co-gen unit such that the co-gen unit shall be capable of continued operation. Load shedding for the co-gen unit shall include automatic operation of existing ATS switches forcing existing Emergency generators to pick up specified portions of the electric load for the facility. The successful contractor shall provide and install complete systems and shall support equipment under a turnkey contract. The offer shall include all design services, engineering, and construction management services. The contractor shall be responsible for obtaining the necessary air permits and environmental compliances. The developer shall follow the VA guidelines for design build process. A detailed commissioning plan is required to include all aspects of the system including the control system, initial setup and operator training. The VA has published the design build process and related information on the website of VA Office of Construction and Facilities Management at: http://www.cfm.va.gov/contract/ae.asp. The VA will not accept any offers that disclaim parts of the required work to make the unit complete and ready for use. A feasibility study for Co-Generation Energy Systems at the site has been completed and will be provided in the RFP when issued. The design and installation of this project shall not exceed 630 days from Notice to Proceed. Contractor will try to utilize green building materials where applicable. The contractor shall furnish all labor, materials, supplies, and travel, to perform work under this project. The work will include but not be limited to architectural and engineering design services, general construction, alterations, mechanical, plumbing, fire protection, electrical work, utility systems, necessary removal of existing structures, construction, and certain other items. The location of the work will be at the Michael E. DeBakey VA Medical Center 2002 Holcombe Blvd Houston, TX 77030-4298. The solicitation will be issued under NAICS 237130, Power and Communication Line and Related Structures Construction with a size standard of $33.5M. The solicitation will be issued as FULL AND OPEN COMPETION. The solicitation will be issued on or about May 23, 2011 and proposals will be due sixty calendar days thereafter, at The Department of Veterans Affairs - National Energy Business Center 4141 Rockside Road, Suite 110, Seven Hills, Ohio, 44131. There will be no public bid opening. The Government intends to award a firm-fixed-price contract. This notice is not a request for competitive offers. Magnitude of Construction is expected to be between $10,000,000 and $20,000,000 for this project. After solicitation issuance, contractors may view and/or download this solicitation and all amendments at the Federal Business Opportunities (FBO) website.
