Description
RFP: N0010411RQ639 -- This is a Pre-Solicitation Notice, per FAR 15, Contracting by Negotiation. A subsequent Request for Proposal (RFP) will be released within an estimated 15 days. The RFP will seek technical and price submissions for Remote Sensing and Data Fusion support, as described in the Performance Work Statement, for the Commander, Naval Meteorology and Oceanography Command (COMNAVMETOCCOM), Stennis Space Center, MS, and its Echelon IV organizations: the Naval Oceanographic Office and Naval Oceanography Operations Command, Stennis Space Center, MS; Fleet Numerical Meteorology and Oceanography Center, Monterey, CA; U.S. Naval Observatory, Washington DC; Naval Meteorology and Oceanography Professional Development Center, Gulfport, MS; and all respective Echelon V subordinate sites. The Naval Inventory Control Point (NAVICP), Mechanicsburg, PA is soliciting proposals for this requirement in accordance with the procedures of FAR Part 15 under NAICS code 514512. This acquisition is unrestricted. The result of this RFP will be a Hybrid type, Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Subsequent Delivery Orders will be Firm Fixed Price, Cost Plus Fixed Fee and/or Time and Material, as applicable to the requirement. The period of performance will be a base period of one year with two 1-year option periods. Interested parties shall email the Contract Specialist and request access to the complete RFP in the NAVICP eProcurement collaboration tool. The Contract Specialist will initiate vendor/respondent access and/or registration in the eProcurement collaboration tool, which will allow viewing of the complete RFP and associated documents. The eProcurement collaboration tool is simply a communication tool/email box, for this particular requirement. All communications reference this requirement occur between vendor and Government, through this communications tool/email box.
