- This is a Request for Information (RFI) specifically seeking information from industry to be used for the development of specifications and the Statement of Work (SOW) for soil moisture monitoring at select Lower Colorado River Multi-Species Conservation Program habitat creation and restoration sites. Responses to this RFI are to be submitted no later than May 31, 2011. All responses to this RFI shall be submitted to Dianne Bangle, at P. O. Box 61470, Boulder City, NV 89006-1470 or via email at: DBangle@usbr.gov. Please include Brian Switzer on all emails at BSwitzer@usbr.gov. All questions related to this RFI shall be submitted in writing to the email addresses above and shall include an email address of the requestor. This RFI is for project planning purposes only. No formal solicitation for this work exists at this time. The Bureau of Reclamation (Reclamation) is seeking information from industry to be used for the development of specifications and the Statement of Work (SOW) for soil moisture monitoring at select Lower Colorado River Multi-Species Conservation Program habitat creation and restoration sites. The need for soil moisture data associated with wildlife species and their surrounding habitat is of primary importance to any habitat creation and restoration program. Likewise, riparian habitat could not exist without sufficient soil moisture needed to support this complex system. In order to meet the goals of the MSCP Habitat Conservation Plan, the minimum objectives regarding soil moisture are to define and measure surface water, saturated soils, and moist soils in cottonwood-willow habitat. Additional objectives include, correlating soil moisture data with vegetation data, and evaluating how irrigation water is distributed across each phase. Interested parties are encouraged to voluntarily provide information in a presentation format on their knowledge and use of soil moisture monitoring instrumentation, examples of sampling plans, and budgetary cost estimates, which will be considered for Reclamation's development of the project specifications and SOW. It is recommended that two overview instrumentation breakdowns/cost estimates be presented; one that meets the minimum objective and one that meets the additional objectives. Soil moisture monitoring questions 1.How long does the soil remain moist (at surface, 3, 12, and 36 inch depths) after irrigation at habitat creation sites? 2.What is the volumetric moisture content of the soil at select habitat creation sites? 3.How effective is the distribution of irrigation water within select phases at habitat creation sites? Soil moisture monitoring objectives Minimum objective1.Determine potential habitat for Southwestern willow flycatcher within habitat creation sites by evaluating soil moisture conditions in areas where vegetation meets the performance standards of the species. Additional objectives2.Determine rate of infiltration of irrigation water at habitat creation sites. 3.Determine movement of irrigation water across select habitat creation sites by evaluating soil moisture as an indicator. 4.Assess change in soil moisture over time and across soil types and irrigation schedules at habitat creation sites. Response to RFI should include: 1. Name, address and contact information of party submitting a response to the RFI, 2. Declared interest in presenting information on instrumentation and examples of study designs related to the objectives stated above, 3. Willingness to provide rough cost estimates in the presentation (for budgetary purposes only). This RFI is issued for information only. Respondents are advised that Reclamation is under no obligation to acknowledge receipt of the information received, or provide feedback to respondents with respect to any information submitted under this RFI. Responses are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. If it is determined that a formal solicitation will be issued, a pre-solicitation notice will be posted on Federal Business Opportunities web site at http://www.fedbizopps.gov/.
