Description
The Army Contracting Command (ACC) Picatinny, Picatinny Arsenal, NJ 07806-5000, in support of the Office of the Project Director for Joint Products (PDJP) is conducting a market survey to identify qualified sources to produce the Fuze, Multi-Option (MOFN) MK 437. The end user of this item is The Department of the Navy. The MK 437 MOFN is identified by the following DODIC and NSN: FUZE, MULTI-OPTION MK 437 MOD 0, DODIC: NA27, NSN: 1390-01-571-1411, The Navys MK 437 MOFN provides proximity, precision time, delay and impact functions in a single fuze and it is intended to replace the Navys M732 CVT, MK407 PD, and MK393 MT/PD Fuzes. It will be employed on Cruisers (CG) and Destroyers (DDG) for use with the 5/54 caliber ammunition to meet its requirement for a multi-function fuze that is capable of operating in the Surface Warfare (SuW), Naval Surface Fire Support (NSFS), and littoral mission areas. This fuze is the Navy version of the Army developed M782 Multi Option Fuze Artillery (MOFA), with changes made to software, inductive interface, O-ring seals and EMV hardening. There are no changes to the energetics that exist with the MOFA. The U.S. Government anticipates soliciting for offerors located within the National Technology and Industrial Base (NTIB) for single award of a Firm Fixed Price (FFP), Base Year Contract with four (4) additional option years for Fiscal Years 2012 - 2016. Interested sources should submit information to demonstrate the following: Schedule Capabilitya) Ability to produce total quantity of 40,000 - 60,000 MOFN fuzes, with a range of 5,000 - 30,000 fuzes per year.b) Ability to sustain production over the next 5 Years and a recommended annual production minimum quantity of 5000 to maximum quantity of 30,000.c) Estimated time to produce the MOFN First Article after contract award.d) Estimated time to initiate Production Delivery after First Article approval.e) Ability to follow normal delivery schedule for subsequent option years, when and if exercised.f) Include information on long lead items and schedule drivers (material and equipment).Production Capabilitya) Ability to develop tooling, fixtures and production process to produce the fuze.b) Ability to develop gauges, fixtures and inspection plan for the fuze.c) Identify Manufacturing Equipment, Facility, Support Laboratory and Storage requiredCurrent or Previous Experiencea) Current or previous experience with MOFN or MOFA Technical Data Package (TDP).b) Current or previous experience with production of the fuzes. Quality Managementa) Describe Quality Management Program and any associated certifications, such as whether they are ISO 9001-2000 certified. b) Summarize technical qualification of technical personnel.c) Execute Product Improvement Projects for the manufacture and design of components.ROM Costa) Provide Rough Order of Magnitude Cost for the production of the fuze. Handling of Classified Informationa) Ability to acquire, handle, and store classified information and data up to the SECRET level. Interested companies should respond by providing the Government the information listed above and also include: a brief summary of the companys capabilities (a description of the facilities, personnel experience, quality system and past manufacturing experience) and their availability. If a respondent does not have adequate resources (facilities, technical, manufacturing, personnel, etc.) available, then they must be able to demonstrate their ability to obtain those resources without significant delay. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, they must identify which items they plan on subcontracting. A draft Technical Data Package (TDP) will be provided upon request to the POC. A respondent to this market survey must have the skills required to perform all production & testing operations. These skills must be available with sufficient experience and proficiency to produce these items in a timely and efficient manner. A respondent must also have available the appropriate maintenance, tooling, and manufacturing engineering skills required to support quality production of these items. Interested companies should provide the Government with their minimum production requirements, production limitations, significant long lead times for equipment or materials, their recommended production schedule/plan, and a basic manufacturing plan for the production of the MK 437 MOFN. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary. The Government will utilize the information provided only to develop the acquisition strategy for future requirements. All submissions are requested to be made electronically and shall be made within 30 calendar days from the date of this publication by electronic mail. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED.
