- U.S. ARMY REDSTONE TEST CENTER REQUEST FOR INFORMATION (RFI) FOR ADVANCED BALLISTIC RANGE TRACKING TECHNOLOGIES INTRODUCTION AND PURPOSE The U.S. Army Redstone Test Center (RTC) is pursuing an advanced range tracking capability that will provide ground truth of non-guided ballistics on military test ranges. The purpose of this RFI is to gather information on technologies that could, in whole or in part, support the requirements of this capability. The T&E community is challenged to provide adequate range testing for different types of ground and airborne tactical systems that are used to detect gun fire. In order to achieve ground truth of weapons being fired on a range an advanced range tracking capability is required. The new requirement goals are the ability to track individual bullets (as many as 15 simultaneous tracks) from multiple firing locations with an accuracy of +/- 2m or better, with +/- 1ms temporal accuracy over a 600m x 200m x 50 m altitude range. Objectively the range could be expanded to 2km x 2km range up to 500m of altitude while maintain all other requirements. TECHNICAL REQUIREMENTS The DRAFT technical requirements for the tracking system desired are attached to this RFI. The title of the document is "RTC Bullet Tracking Requirements". SCOPE OF RFI Responses shall be limited to no more than 20 pages, not including cover letter, cover page, and table of contents. Each response may address one, or multiple, technology objectives. In addition, responses should include, but are not limited to, the following: (a) technology concept(s) and associated performance, cost, and risk parameters; (b) respondent's stated assumptions; (c) technology maturity and Technology Readiness Levels (TRLs); (d) cost drivers (not Rough Order of Magnitude (ROM), but activities identified to consume the majority of cost and labor resources); and (e) any other programmatic and technical information respondents deem necessary to aid the government in its program planning, decision making, and execution. Also include information such as: Company name, address, e-mail, telephone number, points of contact. RTC will gather all applicable technical information from responses to this RFI and other research efforts and determine a path forward for the development of the tracking system. RTC will perform an informal trade study using cost, schedule, and risk information against requirements and trade space to determine the best course of action to obtain this capability. Upon review of all submissions in response to this RFI, RTC may schedule individual meetings with any or all respondents to gain further understanding to their specific responses. RFI PROCEDURE Responses shall be submitted no later than 5:00 PM CST on 17 June 2011, or 25 Working Days after Release of this RFI, whichever date occurs last. Response shall be submitted to Dr. Richard Moore, RTC at Richard.Moore30@us.army.mil. All responses shall be transmitted electronically. Submissions shall be compatible with and accessible using Microsoft Office software applications or Adobe PDF. Responses to this RFI are not offers and will not be accepted by the Government to form a binding contract. Classified response can also be coordinated through Dr. Richard Moore. ADDITIONAL INFORMATION There is no commitment by the Government to issue a solicitation, to make an award(s), or to be responsible for any monies expended by any interested parties in support of any effort in response to this RFI. Any information submitted in response to this RFI is strictly voluntary. This RFI is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available and requests for the same will be disregarded.
