Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with San Francisco State University, Office of Research & Sponsored Programs, 1600 Holloway Avenue, San Francisco, CA 94132 to perform an Epidemiologic Health Study of Manganese Exposure in East Liverpool, Ohio. This study will evaluate whether long term (minimum 10 years) residential airborne Mn exposure can affect human health, and will compare already available Marietta and Mt. Vernon adult resident results with those of East Liverpool for biomarkers (blood metals, toenails, hair), medical tests (symptoms; illnesses; Unified Parkinson?s Disease Rating Scale evaluation), functional tests (mood; neuropsychological tests such as working memory and attention, verbal skills, motor dexterity/strength, visual tracking speed); and questionnaires (life style habits; work; dietary Mn). The data from Marietta and Mt. Vernon is proprietary to San Francisco State University due to patien t confidentiality. Therefore, EPA believes this is the only vendor capable of conducting this study. The circumstance permitting is FAR 6.302-1 ?Only one responsible source and no other supplies or services will satisfy agency requirements?. The anticipated period of performance is a 12 month base period. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other sources(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
