Description
LIGHTNING SAFETY AWARENESS CAMPAIGN ON JUNE 19-25, 2011 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format set forth in Federal Acquisitions Regulation Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation. This solicitation issued as DG133W-11-RQ-0369(GJB). The North American Industry Classification System Code (NAICS) is 541870 and business size of 1,500. The U.S. Department of Commerce, National Weather Service has Lightning Safety Awareness Campaign on June 19-25, 2011. This request is to solicit quotes for assistance in developing and implementing a targeted nationwide campaign for lightning safety focusing on social media. This solicitation document incorporates the Statement of Work, provisions and clauses. The resulting purchase order will be firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical Approach - Effectively meeting the requirements; 2) Past Performance - Includes relevant experience which describes at least two (2) relevant projects performed in the last two years and quality of performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Excellent (E) - Superior or first class; Good (G) - Acceptable. Beneficial and worthwhile; sound and valid; Marginal (M) - Poor fails to meet one or more requirements; Unsatisfactory (U) - Not acceptable, not adequate to carry out. Incomplete quotes will not be evaluated and or considered. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-50. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items - The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following clauses apply: FAR 52.212-3, Offeror Representations and Certificates - Commercial Item, FAR 52.213-4, Contract Terms and Conditions - Other Than Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. FAR 52.222-21, Prohibition of segregated facilities, 52.232-33, Payment by Electronic Funds Transfer - Central Contract Registration, 52.232-34, Payment by Electronic Funds Transfer - Other than Central Contractor Registration; 52.232-39, Submission of Electronic Funds Transfer Information with Offer, 52.222-41, Service Contract Act of 1965, 52.222-42, Statement of Equivalent Rates for Federal Hires. FAR Clause 52.217-8 Option to Extend Services (NOV 1999); 52.217-9 Option to Extend the Term of the Contract (MAR 2000). All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a proposal addressed to The period of performance for this effort is for twelve (12) months from date of award and four (4) Option Period.
