Interested parties may explore the wonders of Petrified Forest National Park at www.nps.gov/PEFO. This amendment is to adjust the required supplies & work for this project. It also updates the bid due date & period of performance. Please note that the contractor shall PROVIDE & INSTALL most of these items, and simply PROVIDE (DO NOT INSTALL) others as noted below. The window portion of this procurement is BRAND NAME (match existing supplies, whereas cost to the Government is not expected to be recovered through competition & to comply with approved National Park Service preservation standards) for SIERRA PACIFIC WINDOWS. The French doors & the screen doors are not brand-specific. Vendors are welcome to email KimberleyRobinson@nps.gov for emailed photos (JPG) of the current windows & screen doors. The procurement is 100% set-aside for small business under applicable NAICS codes, including, but not limited to: NAICS series 238***, 321***, 332***, 351***, & 444***. All firms submitting a bid must have a DUNS number (www.DNB.com), have a valid record in the Central Contractor Registration (www.CCR.gov), and have a current Online Records and Certifications Application (https://ORCA.bpn.gov). Each firm's Central Contractor Registration must reflect that it is a small business. Small business size standards may be researched further on the Small Business Administration's website at www.SBA.gov/sizestandards. All responsible small business concerns may submit a quotation in their own format via email, postal mail, courier, or fax (928.637.7005), as long as the bid is itemized, and received no later than 27 May 2011 at 4:00 pm EST. Please reference solicitation number A11PE00421 on bids and related correspondence. Quotes must be firm for at least 30 days. If faxed, call or email KimberleyRobinson@nps.gov / 928.638.7437 to ensure receipt since the fax machine is shared with another office. Telephonic, telegrammed quotes & those submitted through EC-IDEAS will neither be accepted nor considered. Bids will be evaluated based upon technical acceptability, the contractor's ability to meet the delivery date, and past performance. Each firm shall provide two references for projects completed within the last four years of a similar magnitude to this venture. The resulting contract shall be awarded as a firm-fixed-price construction order based upon the lowest price technically acceptable. The magnitude of this project is between $25,000 and $100,000. The contractor shall furnish all labor, materials, supplies, equipment, services, supervision and incidentals to accomplish this project. The contract will NOT be modified after award to accommodate vendors' exclusions or errors in bids. The Contractor is fully responsible for ensuring the accuracy of the quote, and for honoring the proposed price. Check this website before the bid due date for updates & amendments. SITE VISIT: There will be a site visit opportunity on Wednesday, 18 May, at 1:00 pm local time at Petrified Forest National Park, Painted Desert Visitor Center. From Interstate 40, take exit 311 and follow the signs to the park. This will simply be a repeat of the first site visit. There are two exits to Petrified Forest NP on Interstate 40; exit 311 is the most direct. The other exit will require a scenic, but long, drive through the park. Please meet near the benches outside the Painted Desert Visitor Center. PERIOD OF PERFORMANCE: Work is expected to begin no earlier than 6 June 2011 and be completed within 45 days after the NPS issues a Notice to Proceed. There are six housing units for this project. I. WINDOWSThe Contractor shall: (a) Provide product warranty information. (b) Replace all interior trim with new wood, paint grade, unprimed, 2.25'. (c) Replace and paint exterior trim Petrified Brown to match trim on surrounding buildings. A color match is available at Sherwin Williams Store # 8247, 5435 Highway 260, Lakeside AZ. Exterior trim shall be square. (d) Trim and caulk the exterior. The NPS will repaint around the new windows on the inside and outside of the housing. (e) Install jamb extensions where necessary: Regular pine, #2 or better, tight knots, D-select. (f) Take note that all 48' x 48' windows are soffit. All 72' x 48' windows are soffit. (g) Install the following windows per manufacturer's instructions: === Quarters # 203-- 48' x 48': Provide & Install (1) window. (Soffit) -- 72' x 48': Provide & Install (1) window. The Contractor shall provide and install 12 French doors (2 per housing unit) so that they are ADA accessible. (b) The Contractor shall remove the hardware in the existing French doors and fit that hardware in the new doors. (c) The Contractor shall provide product warranty information. (d) The Contractor will provide specifications, illustrations, manufacturer's sheet, or photos for the proposed French doors so the NPS can gain a visual understanding. III. SCREEN DOORS (a) Contractor shall provide and install 12 screen doors (2 per housing unit). Screen doors will be installed side by side, so when facing the entrance, the screen door on the left is right-handed and the door on the right is left-handed. A photo is available of the screen doors currently installed. Please email KimberleyRobinson@nps.gov. (b) The Contractor may be required to do minor cutting into the buildings to fit the screen doors. The buildings have sunk and become uneven. (c) The Contractor shall fit the screen doors with exterior-mounted metal pulls that match, or closely match, the rest of the hardware. (d) The Contractor shall provide product warranty information. (e) The Contractor will provide specifications, illustrations, the manufacturer's sheet, or photos for the proposed screen doors & pulls so the NPS can gain a visual understanding. ALTERNATIVE SUGGESTIONSInterested bidders may submit alternative product suggestions for Line Item # 5 French Doors & Line Item # 6 Screen Doors on the same proposal, or as a completely separate bid with the other line items. If on the same form, please ensure these alternatives are CLEARLY MARKED as options, & priced separately. Each alternative product suggestion will be considered in conjunction with the other line items as separate bids. Please limit the options to 3 for screen doors, and 3 for French doors. WARRANTYProvide applicable warranty information in writing with your company's quote. UTILITIES & SERVICESBathrooms, water, and electricity are available on-site within normal working hours. There is a cafeteria and gas station/convenience store near the visitor center. CLEANING UPTrash and unused materials will be deposited in the nearest trash container provided by the Contractor. Storage is not available at the park. There is space available for a contractor-provided dumpster and storage unit. The Contractor shall take reasonable precautions to protect the work of other trades from damage that may result from the Contractor's work. The Contractor shall ensure the job site is cleaned up each day in accordance with FAR 52.236-12, Cleaning Up. The Contractor shall make every effort to minimally impact the surrounding natural and cultural resources. PAYMENTContractor shall be paid within 30 days of receipt of a proper invoice. Invoice will be forwarded for payment after project completion, the Contracting Officer's Representative has approved of work, and the Contracting Office has received all pertinent paperwork. The Contractor is solely responsible for prompt and accurate remittance to any subcontractors.
