Questionnaire #1 Questionnaire #2 Purpose: THIS IS A REQUEST FOR INFORMATION (RFI) IAW FAR 15.201(e). This notice is strictly for market research and planning purposes and does not constitute a request for proposal, quote, or invitation for bid, nor does its issuance in any way restrict the Government to its ultimate acquisition approach. No award will be made based on this information and the Government will not pay for any effort expended in responding to this notice. Although "proposal" and "offeror" may be used in this request, your response will be treated as information only. The purpose of this RFI is to gain knowledge of potential sources on their size classifications and capabilities of supporting a network warfare operations/cyber operational test squadron, Lackland AFB, TX. Capabilities will involve maintaining instrumented NWO ranges capable of simulating operational networks in addition to conducting Emissions Security (EMSEC) testing. The primary mission of any potential offerors will be to provide test and range engineering, security, training, and administrative support for the operational testing of NWO/cyber systems. The test squadron has a requirement for on-site, day-to-day support in: • Scoping, planning, coordination, execution, reporting, and closeout of operational tests and evaluations. • Providing subject matter expertise (SME) and test engineering support in the planning, coordination, execution, reporting, and closeout of operational tests and evaluations. • Providing SME expertise in the reviewing, planning, coordination, execution, recommendation, reporting, and closeout of projects and artifacts of special interests to the AF and joint operational test community, Director of Operational Test and Evaluation (DOT&E), joint ranges and other Department of Defense agencies. • Scoping, planning, coordinating, execution, reporting and closeout of EMSEC tested systems. • Providing configuration management support to EMSEC test suites and equipment. • Providing for the EMSEC test program that includes defining, documenting, and integrating EMSEC test equipment, training, and certification plans, equipment maintenance, equipment specification and application research and planning and conducting test events. • Configuring, maintaining, and reconstructing 346th Test Ranges. • Providing configuration management and documentation support to 346th Test Squadron Ranges. • Supporting squadron tests, assessments, evaluations, and exercises involving range equipment including connectivity with Joint Forces Command (JFCOM) Information Operations (IO) Range. • Providing security support for range activities and coordination with JFCOM IO Range on inter-range connectivity. • Maintaining knowledge of standard Air Force network architectures. • Providing support in testing phases of computer intensive information technologies. Tasks shall include defining, documenting, and integrating procedures, training, range development, and testing for all testing efforts. • Providing physical security support for 346th Test Squadron. • Developing and maintaining training and certification programs for test and range operations. • Providing training instruction for test and range training and certification programs. • Providing technical writing SME in support of test and range operations. The combined unique capabilities shall support the Air Force Network Architecture Integration Product Team and sub-councils, as well as the Combat Information Transport System Program Management office, the Defense Systems Information Agency, the National Security Agency, the Air Force Research Labs, the Air Force Network Integration Center, the United States Strategic Command, the Cryptologic Systems Group, the Office of the Secretary of Defense, Air Force Space Command, the 24th Air Force, the Office of the Secretary of the Air Force, and other agencies. These efforts require the most advanced technical network skills and capabilities to support full operational tests, operational vulnerability assessments, policy review, risk determination, and mitigation strategies for enterprise-wide recommendations. The task shall encompass all the tools and services known to accomplish the test, range and EMSEC missions including the operationalization of new and emerging technologies. Potential offerors shall have personnel who are able to access Secret collateral, Top Secret-Sensitive Compartmented Information (TS-SCI) and other special category data, as required, during the performance of various tasks. They shall be Director of Central Intelligence Directive (DCID) 6/4 eligible with a current Special Security Background Investigation (SSBI). Based on the preceding information we are asking potential contractors to answer the attached questions. This request for information is NOT a request for competitive proposals. Please do not request a copy of a solicitation because one does not exist. After review of the responses to this request, the Government may or may not proceed with an acquisition.
