Description
The Architect-Engineer (A-E) firm (herein referred to the I nspection Contractor (IC)), shall provide administration and inspection services in order to assure that construction is being performed in compliance with the contract drawings and specifications. The primary responsibility of the IC is to provide inspect construction activities and provide documentation indicating whether the construction inspected conforms to the contract requirements. A secondary responsibility is to review construction documents. The A-E shall be represented by the Lead Architect (NEI) and the Construction Inspector. The IC shall be responsible for obtaining contract drawings, specifications, standards, and publications referenced in construction contract specifications. Coordinate requests from the construction contractor for outage permits, airport fence changes, haul routes and other similar items. The IC shall track status of the various requests and any not acted upon after [five] 5 calendar days shall be investigated and a report made to the PM. The IC shall attend all meetings, conferences and briefings, take minutes and provide follow-up information as necessary. The IC shall attend safety meetings. The IC shall be prepared to discuss at these meetings any safety infractions committed by the construction contractor. The IC shall conduct construction progress briefings at least once every week. T he IC shall brief Government personnel on the status of construction as determined by the inspection performed by the IC. In addition to general progress on this construction contract, significant events, problems, starts, or completions shall be briefed. The IC shall provide details highlighting percent complete, both actual and scheduled, and a brief narrative of progress made during the period reported on as well as significant issues. Review Submittals includes drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data; and similar materials furnished by the construction contractor to explain in detail specific portions of the work required by the contract. Submittals shall be reviewed to assure conformance with the construction contract requirements by the Architect responsible for the design of the system or element described in the Submittal. The Schedule of Prices shall be reviewed by the IC for sufficiency and logic of breakdown, appropriateness of units of measure, reasonableness of quantities and prices, and arithmetic accuracy. The IC shall also check for "front-end loading" of the prices by the construction contractor. The IC shall review QC plans submitted by the construction contractor for compliance with terms of the construction contract and for completeness. The IC shall review the contractor's safety plan and provide comment outlining specific problems and providing specific recommendations to correct the manuals. The IC shall review the operation and maintenance manuals submitted to the COTR by the construction contractor. The IC shall review all Qualifying Notes (QN) listed on contractor submitted documents. The IC shall perform inspections and prepare A-E Inspection Reports. The IC is responsible for creating and/or maintaining information to include the following logs: Requests For Information; Submittal Register and Submittals; Change Orders and Potential Change Orders; Construction Contract Compliance Notices; Safety Violations; and Architect's Supplemental Information. The IC shall review preparation of as-built drawings by the construction contractor and shall monitor the construction contractor's posting of changes to the as-built drawings as they occur. The IC is responsible for assuring the accuracy of the as-built drawings prepared by the construction. In accordance with FAR 13.5: Award of this PO was Sole Source as NEI is the architect of record for the CBP Yuma Hangar Construction project.
