Draft Performance Work Statement DESCRIPTION: The Defense Logistics Agency (DLA)- Information Operations are interested in receiving information to identify potential vendors to support continued Information Technology (IT) services for maintenace of operational capabilities and sustainment of all areas of the Business Systems Modernization-Energy (BSM-E) Enterprise Level System as well as project upgrades and replacement, helpdesk support, System Change Requests (SCRs), and Information Assurance (IA) system security of BSM-E Enterprise Level System to support DLA Energy. The BSM-E Enterprise Level System consists of Oil Enterprise Downstream (OED/OEDA), Reporting Data Store (RDS), Oracle Government Financials (OGF), Discoverer, Redwood Cronacle Enterprise Job Scheduling Software applications and Locally-Developed Products and Extensions that provide additional functionality. This is in support of DLA Information Operations effort of providing continued services for operation and sustainment of the Business Systems Modernization-Energy (BSM-E) Enterprise Level System to support DLA Energy for their automated data processing operations. DLA Energy is responsible for the wholesale and retail fuel operations for the Department of Defense (DOD), other Federal Civilian, State and local agencies, as well as, commercial customers. DLA-Information Operations support Defense Logistics Agency Energy involvement in continued operations and sustainment activities for Commercial off the Shelf (COTS) software with web-based application for retail data collection, editing and reporting in support of anticipated fuel management system requirements services in accordance with the Performance Work Statement (PWS) to include: Project, Infrastructure and Configuration Management; Application Support Group (ASG)/Additional Operational Support; application software maintenance, testing, System Change Requests (SCR) and support; database and application security and information assurance contractor training and certifications in accordance with DoD 8570.01-M. Additional objectives include but are not limited to the following: •Demonstrated capability to provide support for the sustainment of the BSM-E Enterprise Level System Oil Enterprise Downstream (OED/OEDA), Reporting Data Store (RDS), Oracle Government Financials (OGF), Discoverer, Redwood Cronacle Enterprise Job Scheduling Software applications, Locally-Developed Products and Extensions that provide additional functionality and comply with DLA Information Operational Configuration management procedures and other directives and regulations listed in section 21.0 of the provided draft PWS. •Demonstrated capability to provide an Application Support Group (ASG) to support the BSM-E user community and maintain the technical environments for the BSM-E System. The offeror shall demonstrate the capability to provide the required personnel to assist DLA Information Operations ASG to maintain performance standards and accomplish required services within specified timeframes. •Demonstrated capability to assist DLA Information Operations in maintaining the existing Locally-Developed Products and Extensions that provide additional functionality. These locally-developed products include highly complex, mission-critical extensions, including Interfund Billing, uploads of sales, rebrands, purchases, transfers, orders, contracts, standard industry price uploads, and critical management reports. The software portfolio maintained consists of over 1800 development objects, including approximately 92 Oracle Report modules, 91 Oracle Discoverer workbooks, 77 Discoverer Business Areas, 7 Oracle Forms modules, 285 PL/SQL modules, 229 Java classes, 296 SQL scripts, 54 Unix shell scripts, 119 Visual Basic and DOS scripts, 178 Concurrent Manager Load files, 7 SQL Loader control files and 356 Portal modules. The locally-developed baseline is comprised of more than 2.5 million lines of code. For a comprehensive understanding of the requirement beyond the cited objectives above, potential respondents to this Sources Sought Notice are encouraged to review the attached performance work statement. This Sources Sought Notice constitutes a Request-for-Information (RFI) from potential offerors to identify organizations with the capability to perform this effort and to assess the competitiveness of the market. This notice does not in any way constitute a Request-For-Proposal (RFP) or Request for Quotation (RFQ) and as such, shall not be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice nor otherwise pay for information/items provided in response to this notice. BACKGROUND: Defense Logistics Agency (DLA), Information Operations Fort Belvoir (J6F), Virginia provides continued operation and sustainment of the BSM-E Enterprise Level System in support of DLA- Energy automated data processing operations. DLA-Energy and DLA Information Operations are involved in continued operations and sustainment activities for Commercial off the Shelf (COTS) software with web-based application for retail data collection, editing and reporting to support anticipated fuel management system requirements services. Description: The BSM-E System provides full supply chain management of the fuels commodity which satisfies the OSD assigned responsibility of Integrated Materials Management (IMM) to DLA Energy. IMM requires a system that can support a vertically integrated end-to-end fuel supply chain management system, while meeting the electronic commerce (EC) requirements being placed on Government agencies. BSM-E System couples COTS software with web-based applications for retail data collection, editing and reporting. BSM-E System consists of the Base Level and the Enterprise Level, which collectively provide an automated, integrated and responsive system for managing DoD fuels. The Base Level system provides transaction data at the fuel distribution point-of-sale, whereas the Enterprise Level system handles ordering, supply, and financial functions used by DLA Energy headquarters, its regions' headquarters offices and the supporting offices of the Defense Finance and Accounting Services (DFAS). The BSM-E System interfaces with logistical and financial automated information systems. The BSM-E System applications are hosted on servers located at the Defense Information Systems Agency (DISA) Defense Enterprise Computer Center (DECC) sites. DISA has the responsibility for all hardware, operating systems and maintenance support for all servers and equipment supporting the BSM-E System applications at the DECC. Responses to Request For Information: Responses to this RFI shall include the name and address of the organization/business concern, point-of-contact, cage code, NAICS code, business size, corporate capabilities, experience, and if applicable a GSA contract number, if the organization or business concern is a GSA Federal Supply Schedule holder. Responses to this RFI shall be in ten (10) pages or less as it relates to the following criteria: (1) Capable organizations or business concerns must offer citations demonstrating knowledge and understanding of BSM-E Enterprise Level System that consists of Oil Enterprise Downstream (OED/OEDA), Reporting Data Store (RDS), Oracle Government Financials (OGF), Discoverer, Redwood Cronacle Enterprise Job Scheduling Software applications and Locally-Developed Products and Extensions that provide additional functionality to support fuel management system requirements. (2) Relevant experience with the actual systems of record or similar experience applicable to the actual systems of record as cited in the attached draft PWS. (3) Past Performance References (Government or commercial) for this type of work during the last three years, All ten (10) pages or less shall be in Microsoft® Word document electronic format (8.5" x 11") typed in Times New Roman 12-font, and single line-spacing. To the extent practicable, interested organizations/business concerns should cite relevant contracts to demonstrate the experience addressed in the topics cited above.
