- The US Army Contracting Command - APG on behalf of the US Army RDECOM CERDEC Night Vision and Electronic Sensors Directorate (NVESD) Science and Technology Division (STD) proposes a non-competitive Cost Plus Fixed Fee (CPFF) contract with BAE Systems, 6315 Hillside Court, Columbia, Maryland 21046 for the purpose of engineering, development and delivery of a ruggedized prototype system, for vehicle-mounted standoff imaging and detection of explosive threats. The prototype developed under this contract will improve upon BAE Systems previously developed HEIMDALL system, which combines unique salient characteristics of light weight, portability, full-spectrum hyperspectral imaging and real-time image processing. The previously developed BAE system collects Visual Near Infrared (VNIR) and Short Wave Infrared (SWIR) full-spectrum hyperspectral imagery, broadband visible imagery, and broadband Long Wave Infrared (LWIR) imagery from a mast-mounted moving vehicle payload, then stores and processes the imagery onboard the vehicle in real-time, providing real-time target nominations for immediate action. While not yet ruggedized for field use or on-the-move operation, BAE's system uniquely combines, in mature form, the critical hyperspectral imaging and real-time imaging processing capabilities that the new system will need to detect relevant threat signatures from ground-mobile vehicle platforms. Only BAE's existing HEIMDALL system is deemed sufficiently mature to incorporate the necessary improvements, such as night capability, optimized optics, geolocation, ruggedized stabilization suitable for vehicle mounting and integration, with existing and ready-proven critical enabling technologies such as rugged miniaturized spectrometer and real-time processing capabilities, and to enable delivery of a vehicle integrated and tested prototype needed to meet delivery requirements within the total 12-month timeframe required of mission objectives. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c)(1) and FAR 6.302-1, Only One Responsible Source and no Other Supplies or Services will Satisfy Agency requirements. This notice of intent is not a request for competitive proposal and does not constitute a solicitation. However, all responsible sources that can provide supporting data to demonstrate they can successfully perform the effort may submit a quote that shall be considered by the agency. Responses should be no longer than five (5) pages and submitted within 45 days after the publication of this synopsis.
