Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. The North American Industry Classification (NAICS) Code is 541330 with a $27M size standard. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to enter into a cost-plus-fixed-fee type contract on a sole source basis with Millennium Engineering and Integration Company (MEI), Crystal Park 3, 2231 Crystal Drive, Suite 711, Arlington, VA 22202-3724. The resulting contract will provide for a three year period of performance with anticipated labor efforts for each year of 8.2 man-years, to provide for a total of 24.6 man-years. This requirement will obtain technical and analytical expertise in support of the Missile Defense Communication & Operations Node (MIDCON). This support will be focused on 1) MIDCON Mission Planning, 2) MIDCON Test Execution and Operations, 3) MIDCON Data Analysis and Reporting, 4) MIDCON Software and Hardware Maintenance/Upgrades, and 5) MIDCON Communications and Facilities Engineering. MEI is currently the only source that can meet all Navy work requirements and the rigorous timelines established for MIDCON Support Tasks. MEI offers extensive experience and unique knowledge as a key developer of the MIDCON system. The Request for Proposal Number is N00178-11-R-2009. Delivery, inspection, and acceptance shall likewise be identified in the solicitation. It is anticipated that the solicitation will be issued on or around 15 June 2011 and will be open for 30 calendar days. Contract award will be no later than 30 September 2011.
