Description
The Bureau of Land Management proposes to noncompetitively issue a purchase order with Rock Solid Precast, P. O. Box 6481, Bend, Oregon 97708 for the purchase of Redi-Rock 28 inch series and made from 4000psi color concrete (28 day compressive strength). SPECIFICATIONS: Blocks shall be Redi-Rock 28 inch Block Series to be utilized in a reinforced soil wall and shall have a type 1 geogrid connection. Wall Blocks shall be constructed with ready-mixed concrete in accordance with ASTM C94, and meet the following criteria: 4.5-7.5% Air Content; 4000 psi, 28 day compressive strength; Slump = 5 inch + 1.5 inch. Exterior block dimensions shall be uniform and consistent. Maximum dimensional deviations shall be 1% excluding the architectural surface. Maximum width (face to back) deviation including the architectural surface shall be 1.0 inch. Wall blocks shall have an architectural surface and color that matches the existing 28 inch Block Series that the BLM owns. (Existing 83 middle blocks the BLM owns were originally built for the Skull Canyon Bridge Project). Supply 44 whole top blocks, 4 half top blocks, 138 middle blocks, and 40 bottom blocks. Supply enough 7/16 inch diameter fiberglass rods used for geogrid connection for all the blocks (those being supplied and those already owned by the BLM). Supply 800 square yards of 5XT geogrid fabric. The Government will make arrangements with its wall construction contractor to pick up and deliver the blocks to the project site. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Justification for Other Than Full and Open Competition (JOFOC) is posed at: http://www.blm.gov/or/procurement/Responses due no later than May 31, 2011 by 3:30 p.m., local time.
