- UPDATES: The following changes have been added to the announcement. - "In an effort to have a point of reference, the Government will provide a tower or a vehicle where antenna can be mounted. In either case, the tower height will not exceed 75 feet, thus arrangements need to be made to bring the correct cables, if needed." - "2.1.1The system shall be capable of tracking up to 400 Soldier Wireless Devices (SWD), transmitting Time Space Position Information (TSPI) data at a programmable rate between Threshhold (T) 90 seconds and Objective (O) 30 seconds." The previous information was (T) 30 seconds and (O) 90 seconds All previous information remains unchanged. SPECIAL NOTICE: The purpose of this Special Notice is to inform Industry that the Government, in conjunction with Nova Technologies, will invite potential vendors to demonstrate their technology solutions for the Objective Soldier Monitoring System (SMS) program. The SMS will enable the tracking of soldiers during designated Special Forces land navigation courses. The Government is scheduling a Demonstration Week at the Hoffman Training Area located at Ft. Bragg, NC during the week of June 1-June 10, 2011. Interested vendors are encouraged to respond to this Special Notice no later than (NLT) May 23, 2011. ACQUISITION APPROACH: This effort will be executed under Special Operations Forces Requirements Analysis, Prototyping, Training, Operations and Rehearsal II (SOF RAPTOR II) Indefinite Delivery Indefinite Quantity Contract (ID/IQC) with Nova Technologies. Nova Technologies, as the Prime Contractor of SOF RAPTOR II ID/IQ, will be the technology integrator while a separate industry partner will provide the innovative solution for Soldier Monitoring System. Phase I: Demonstration Week (1-10 Jun 2011). Vendors will be provided a 6 hour window date/time to demonstrate their product in the Hoffman Training Area, NC during June 1- June 10, 2011. Each vendor will be provided their designated date and timeslot for Demonstration Week NLT May 24, 2011. Further instructions will be provided to each interested vendor via a requirements document and a demonstration plan. Vendors are expected to bring their own product / equipment. No logistics support (power/antenna/vehicle etc) will be provided. In an effort to have a point of reference, the Government will provide a tower or a vehicle where antenna can be mounted. In either case, the tower height will not exceed 75 feet, thus arrangements need to be made to bring the correct cables, if needed. Submission of the information requested for Phase 1 will not exclude contractors from participating in future contract actions pertaining to the Objective SMS. Phase II: Industry Day. The Government plans to conduct an Industry Day in August of 2011. An exact date will be communicated once finalized. Phase III: Source Selection. A final RFP is estimated to be released by the end of the 4th quarter of Fiscal Year 2011 to solicit for the Objective SMS solution. 1.BACKGROUND The United States Special Operations Command (USASOC) and United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS) has an immediate need for a Soldier Monitoring Systems (SMS) capable of tracking students that are conducting land navigation training. The Program Manager for Special Operations Forces Training Systems (PM STS) is specifically looking for a Commercial Off the Shelf (COTS) solution to meet the minimum requirements listed below. 2.OBJECTIVE SOLDIER MONITORING SYSTEM (SMS) REQUIREMENTS Nova Technologies, as the Prime Contractor under SOF RAPTOR II, will lead the effort (integration, test and deployment) along with the Government, to procure an Objective SMS that meets the USASOC requirements to track and locate student movement during training events. 2.1Communications Subsystem (CS) The Soldier Monitoring System (SMS) shall have the capability to transmit (Tx)/receive (Rx) different type of messages between the Tactical Operations Center (TOC) and the Soldier Wireless Device (SWD). The minimum Common Operating Picture (COP) that the Soldier Monitoring System (SMS) is expected to provide includes signals for when: -A soldier is injured and a distress signal is initiated (emergency alert button); -A soldier fails to move a specific distance in a specified period of time (no motion alarm); -A soldier moves outside of the predetermined training area (Geofence alarm). 2.1.1The system shall be capable of tracking up to 400 Soldier Wireless Devices (SWD), transmitting Time Space Position Information (TSPI) data at a programmable rate between Threshhold (T) 90 seconds and Objective (O) 30 seconds. 2.1.2These areas are heavily wooded and consideration shall be given when selecting the frequency and infrastructure placement if needed. 2.1.3The system shall not allow for voice communication between Soldier Wireless Devices (SWD). 2.1.4The system shall not have an enabled interface for the soldier to type messages or view messages of any kind. 2.2Tracking and Recording 2.2.1The system, at a minimum, must have a (T) of 10 meter accuracy and an (O) of 1 meter accuracy of all individual candidates, that distinctly identifies each candidate. 2.2.2Communication capability must allow for a 95% (T) and 98% (O) blanketed coverage (tracking) in the Sandhills Gamelands Preserve, Hoffman Training Area, NC and Camp MacKall, NC. 2.2.3SFAS Cadre must have the ability to graphically view the student trainee route traveled, time traveled, and time spent stationary at a particular location throughout the duration of the exercise and have the ability to capture for an after action review. 2.2.4The system should have a built in emergency (911) distress method, easily accessible to the candidate in an emergency situation. 2.3Power 2.3.1The system charge should allow operation for 24 hours (T) to 48 (O) continuous hours of transmitting without recharging. 2.4Durability 2.4.1The system transmitter, in working configuration and connected to the individual Soldier's uniform (inside Army Combat Unit (ACU) shoulder pocket, etc. vice on his LBE/rucksack equipment) must be durable enough to withstand an impact if dropped at different angles from a height of six feet. 2.4.2The system shall be survivable in extreme weather conditions (i.e., precipitation falling at a rate of one inch per hour for a 10 hour period and temperatures ranging from -10 to 120 degrees F). 2.4.3The system shall be submersible up to 1 meter of water for 30 minutes. 2.5Size and Weight (including battery). 2.5.1Weight: (O) 1.5 - 4 lbs (T) no heavier than 4.5 lbs 2.5.2Size: (O) Designed to fit into the shoulder pocket (4.25 in x 5.5 in x 1.5 in). 2.6Support Requirements 2.6.1The objective solution should require limited support personnel, be sufficiently robust to maintain a high level of operational readiness and be user-friendly. 2.6.2The solution should be able to be installed and maintained with minimal infrastructure and personnel. 3.INSTRUCTIONS TO POTENTIAL RESPONDENTS/DELIVERABLES 3.1Response Requested 3.1.1Interested vendors are requested to respond by May 23, 2011 no later than (NLT) 2:00 PM EST to: Ms Vanna McHale, Program Manager, Nova Technologies, email: Vanna.McHale@novatechnologies.com; phone 407.381.4064; with a copy to the Government POC's listed below. 3.1.2Vendors are requested to provide a product specification document to include a cover page. This information will not be made available to the public, but will be provided to Nova Technologies and the Government. 4.DISCLAIMER This notice does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products or services nor will the Government reimburse any parties for costs associated with this request.
