Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), office of National Geodetic Survey (NGS) located in Silver Spring, MD is issuing intent to negotiate a sole source procurement with BAE Systems National Security Solutions Inc. GSA contract number GS-35F-4511G, located in San Diego, CA for SOCET SET software support and maintenance. The technologies used by NOAA's National Ocean Service (NOS) for shoreline mapping and airport surveys include remote sensing data and SOCET SET works with the latest airborne digital sensors and includes point-matching algorithms for multi-sensor triangulation. SOCET SET BAE Systems is the only capable party, able to provide SOCET SET support and maintenance. Additionally, workstations employed by NGS in the classified arena that have SOCET SET installed can only be supported by BAE Systems. The statutory authority for other than full and open competition is 41 USC 253 (C)(1), Only One Responsible Source. The applicable NAICS code is 334511 with a size standard of 750 employees. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by 11:00 A.M. EST May 30th, 2011. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
