Solicitation Number: PIFSC-11-016-ISS Notice Type: Special Notice Synopsis: This announcement constitutes public notice of intent to award a sole-source to University of Hawaii Systems, 2530 Dole Street, SAK D200, Office of Research Services, Honolulu, HI 96822. This requirement will be negotiated on an other than full and open competition basis in accordance with 10 USC 2304(c) (1), as implemented by FAR 13.106-1(b)(1) and FAR 6.302- 1(b)(1)(i). This synopsis is published for informational purposes only. The proposed sole source service through the University of Hawaii, School of Ocean and Earth Science and Technology (SOEST) Isotope Laboratory is for use of Class 1000 clean room facilities and laboratory space that includes access to ultra-clean reagents, stock radioisotopes, lab supplies, laminar flow hoods, and other required equipment used in processing samples for lead-radium dating. This service provides dedicated space and utility support for the NOAA procured freestanding alpha-spectrometer analysis system that is already housed and operated in the Isotope Laboratory. The SOEST Isotope Laboratory also possesses the licensing certifications required by the Nuclear Regulatory Commission (NRC) for the use and storage of radioisotopes, for monitoring potential radioactive material contamination in the facility as required by the NRC license, and the analytical experience of the Contractors in the purification and analysis involved in the conduct of lead-radium dating. This service also requires that a qualified NOAA Fisheries scientist trained in these techniques have frequent access to the Isotope Laboratory facility in order to purify and analyze fish otolith core assays for 210 Pb determination and mass spectrometry of 226 Ra for age determination based on application of the lead-radium dating technique. The SOEST Isotope Laboratory is located in Honolulu and since the NOAA scientist is also based in Honolulu and will require frequent access. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide service and equipment that fully meets the government's requirements may submit substantiating documentation in writing to the identified point of contact within 7 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. This is a simplified acquisition with an estimated value of less than $150,000. The Pacific Islands Fisheries Science Center acquisition division requires that all contractors doing business with this acquisition office be registered with the Central Contractor Registration (CCR) as of October 1, 2003. After this date, no award can be made unless the vender is registered in CCR. For additional information and to register in CCR please access the following web site: http://www.CCR.gov.
